Project Update - June 2026

Construction on Stage 3 of the Terwillegar Drive Expansion Project began in early May and is expected to take approximately 2 years. These improvements will support current and future traffic, transit and active transportation needs.

This stage includes important upgrades to the existing interchange over Anthony Henday Drive, including:

  • A new northbound bridge over Anthony Henday Drive
  • Repurposing the existing bridge for southbound traffic over Anthony Henday Drive 
  • Two new loop ramps to allow for free-flow turning movements 
  • Corridor upgrades with three lanes in both directions 
  • A new pedestrian/cyclist bridge connecting the Windermere and Haddow communities 

While this work is underway, sections of Terwillegar Drive approaching Windermere Boulevard, both northbound and southbound, will experience lane reductions to accommodate construction required to complete the roadway widening. The work at the Windermere Boulevard intersection is being prioritized and accelerated.

During construction, road users should expect congestion and longer commute times. In recent days, the City has worked with the contractor to ensure additional measures have been taken to reduce traffic disruptions as much as possible. The City will continue to monitor traffic flow and remains committed to finding opportunities to minimize the impacts on road users. The Traffic Disruptions Map will continue to be updated to reflect the anticipated impacts. 

Traffic Impacts:

  • During construction, two lanes of traffic will be maintained across Anthony Henday Drive; Terwillegar Drive lanes at Windermere Boulevard intersection will be prioritized according to optimal use at each phase.
  • Terwillegar Drive lanes at Windermere Boulevard intersection will be prioritized according to optimal use at each phase.
    • Temporary lane realignments have been implemented to maintain dedicated turning lanes for all southbound movements through the intersection while construction proceeds. 
    • Expect temporary changes to turning movements through this intersection.
  • Drivers travelling from Currents of Windermere and Ambleside may wish to consider alternate routes, including Rabbit Hill Road.
  • Short-term daytime and occasional nighttime lane closures may be required during off-peak periods.
    Impacts to Anthony Henday Drive, including temporary lane closures and reduced speeds, are expected.
  • During construction, road users should expect congestion and longer commute times.
    Additional measures have been taken to reduce traffic disruptions as much as possible. The City will continue to monitor traffic flow and remains committed to working with all parties involved to minimize the impacts on road users. 
  • The Traffic Disruptions Map will continue to be updated to reflect the anticipated impacts.

About the Project

Key Upgrades in Stage Three:

  • Terwillegar Drive and 170 Street will be widened to 6 lanes (3 lanes in each direction), and the interchange at Terwillegar Drive/Windermere Boulevard will be improved to increase traffic capacity.
  • A new pedestrian bridge will be built over Anthony Henday Drive, providing a safe route for pedestrians and cyclists.
  • New transit lanes will be added to extend public transportation further south along the corridor.
  • A partial cloverleaf interchange will be built, including a new northbound bridge and loop ramps. This will improve access from Terwillegar Drive/170 Street to Anthony Henday Drive and handle future traffic demands.

Changes to Pathway Plans

Based on technical requirements, safety considerations, and feedback from community engagement in early 2022, the shared pathway will now be separate from the Terwillegar Drive roadway and interchange.

A new pedestrian bridge will be constructed over Anthony Henday Drive between Terwillegar Drive and Rabbit Hill Road. This bridge will connect the recently completed Stage One shared pathway with Ambleside, east of Currents of Windermere. This is a change from the initial design shared in 2022.

Funding

Stage Three is funded by the Government of Alberta. Planning, design and delivery of the project is being led by the City of Edmonton in partnership with Alberta Transportation.

Project History

November 2025 - Project Update

Early works on Stage 3 have been completed. Work included building the head slope fills for the new Terwillegar Drive roadway bridge and a new separated pedestrian bridge. Completing the head slope fills allows the ground to settle before main construction work, which is anticipated to begin in spring 2026.

Stage 3 will include:

  • A new roadway bridge carrying northbound Terwillegar Drive over Anthony Henday Drive.
  • Reconfiguration of the existing bridge to carry southbound Terwillegar Drive over Anthony Henday Drive.
  • Two new loop ramps connecting southbound Terwillegar Drive to eastbound Anthony Henday Drive and northbound Terwillegar Drive to westbound Anthony Henday Drive.

Additional improvements include:

  • Widening Terwillegar Drive/170 Street to six lanes (three in each direction), including new transit lanes.
  • A new separated shared-use path bridge over Anthony Henday Drive, connecting South Terwillegar to Windermere Boulevard, east of Currents Pointe.
Spring 2024 - Project Update

The Province of Alberta announced additional funding as part of their 2024 budget to complete Stage Three of the Terwillegar Drive Expansion program. This stage will include various upgrades to ensure the area can accommodate all users safely and efficiently, now and in the future.

September 2022 - Project Update
