When an independent developer begins a residential or commercial project they also develop the roadways to accommodate any traffic impact from the future development. These projects are funded and managed exclusively by the developer. It is the City of Edmonton’s responsibility to ensure the developers are complying with the approved standards and specifications.

Phases of a Project

Phase 1: Concept

Within the Concept Phase, all aspects of the project are developed and assessed. At this stage, the project's scope is developed and concept plans are drawn up.

This phase involves looking at all aspects of the project from the design and duration to the cost and overall impact on residents.

Once the project plan has been completely developed, then a decision to go forward into the Design Phase will be made.

Phase 2: Design

The Design Phase is important to finalize all of the strategies developed in the Concept Phase. All design details and construction methods are defined and identified and a project plan is finalized for approval.

Phase 3: Build

Once the design has been completed and approved for construction, the project moves into the Build Phase. The projects in this section will be either awaiting the start of construction or construction is underway.

Although the construction is carried out by the Developer, the City will ensure that it adheres to the previously approved design plan and the City of Edmonton Design and Construction specifications.

Current Developer Arterial Projects

167 Avenue and 66 Street Roundabout

About the Project

Due to continued growth in northeast Edmonton, the intersection of 167 Avenue and 66 Street requires upgrades to accommodate existing and future traffic volumes.

The communities of Schonsee, McConachie, Ozerna and Matt Berry are adjacent to the project area along 167 Avenue and 66 Street in northeast Edmonton. These neighbourhoods are existing and developing communities, which are growing through continued investment by private developers, governed by various City of Edmonton plans.

To support continued growth within these neighbourhoods and for future developments, the existing arterial roadway intersection of 167 Avenue and 66 Street is being upgraded to a modern 2-lane roundabout.

A roundabout at 167 Avenue and 66 Street was chosen over a signalized intersection due to a comprehensive traffic analysis. This analysis demonstrated that the roundabout design offers superior traffic flow management and enhanced safety, ensuring smoother and more efficient movement of vehicles.

The roundabout design also allows for a simpler staging plan and lower long-term infrastructure costs, while meeting current Canadian roadway design standards. When complete, the intersection will accommodate growth in vehicular traffic and enhance connectivity within the surrounding areas. This project is led and funded by Collegewoods II, on behalf of the City of Edmonton. Infrastructure improvements under this project include the removal of the existing signalized intersection and the construction of new sewer systems, arterial road surfaces, power and street lighting, shallow utilities, shared pathways, and landscaping.

Construction on 167 Avenue will occur within about 200m to the east and west of 66 Street. Construction on 66 Street will occur from 165 Avenue to 170 Avenue.

About The Project

215 Street NW from Edgemont Boulevard to Edgemont Green will transform the existing rural roadway into a modern urban arterial road structure designed to meet current transportation standards and future community needs.

This project is led and funded by multiple developers (Brookfield Residential, Anthem Properties & Rohit Communities) on behalf of the City of Edmonton. Infrastructure improvements under this project include the upgrade of the roadway to an urban arterial road structure. The project will involve full-depth reclamation, roadway reconstruction, and installation of modern infrastructure including improved drainage systems, sidewalks, and traffic control features.

Ellerslie Road SW - Eco Station Road to Graydon Hill Boulevard

About the Project 

Due to continued growth in the Windermere and Heritage Valley neighbourhoods, Ellerslie Road requires expansion from a 2-lane to a 4-lane configuration to accommodate existing and future traffic volumes. This will include the construction of an additional bridge over Whitemud Creek. 

This project is led and funded by Melcor and Brookfield Residential, on behalf of the City of Edmonton. Infrastructure improvements under this project include relocating utilities, additional bridge crossing over Whitemud Creek, slope stability piling, retaining walls, arterial road surfaces, power and street lighting, shared pathways, and landscaping. 

Construction on Ellerslie Road will occur from the Ambleside Eco Station access road to west of 135 Avenue SW.

Construction on Ellerslie Road will occur from west of 34 Street to 17 Street SW and construction on 34 Street will occur from Alces Drive to Ellerslie Road.

Whitemud Drive

About the Project 

To support growth and improve safety in west Edmonton and Enoch Cree Nation, Whitemud Drive between Lewis Estates Boulevard and 231 Street requires upgrades to accommodate existing and future traffic volumes.

This project is led by Enoch Cree Nation, with funding shared between Enoch Cree Nation, the City of Edmonton, and the Province of Alberta. Infrastructure improvements under this project include construction of new: storm drainage systems (ditches, swales, and culverts), arterial road surfaces, power and street lighting, utility relocations and upgrades. Construction on Whitemud Drive will occur between Lewis Estates Boulevard and 231 Street, a distance of approximately 2.4 km.

41 Avenue SW at Allard Road

About the project

To support continued growth and improve safety, an additional eastbound lane on 41 Avenue SW, extending from just west of Allard Road in intersection to approximately 400 metres east will be constructed. This project is led and funded by Irwin Creek Development Ltd. on behalf of the City of Edmonton.

Key improvements include:

  • New Capacity: The additional lane will allow the southbound double left-turn bay at Allard Road to become fully operational.
  • Reduced Delays: While localized in scope, these changes are expected to significantly reduce wait times and traffic bottlenecks at the Allard Road junction.

Construction Timeline & Lane Closures

  • The City is committed to maintaining traffic flow during construction.
    • Completion Date: Scheduled for late August 2026.
  • Traffic Coordination: One lane of traffic will remain open in each direction on 41 Ave SW throughout the construction period to minimize disruptions to your daily commute.

About the Project

The existing infrastructure on 170 Street SW from Ambleside Link to Hiller Road is being upgraded to accommodate increased traffic demand and improve connectivity within the neighbourhood and surrounding areas. This infrastructure investment will deliver lasting benefits including improved road surface quality, enhanced drainage to reduce flooding, safer pedestrian crossings with upgraded sidewalks and accessibility ramps, better traffic flow management through optimized signal timing and intersection design and reduced long-term maintenance costs.

This project is led and funded by Cantiro Communities on behalf of the City of Edmonton. The project will involve roadway reconstruction and installation of modern infrastructure including improved drainage systems, sidewalks and traffic control features.   • Completion Date: Scheduled for Fall 2026.

About the Project

To support ongoing growth of the Glenridding Ravine neighbourhood, existing infrastructure is being upgraded to accommodate increased traffic demand and improve connectivity within the community and surrounding areas. This project involves the upgrading 170 Street SW to an urban standard, as required by the City of Edmonton. The project is led by Cameron Developments Ltd. on behalf of the City of Edmonton.

Construction will take place along 170 Street SW from 28 Avenue SW to 41 Avenue SW. Work includes reconstruction of the existing roadway to an urban arterial standard, including installation of underground storm sewers and potable water servicing, construction of the new urban standard roadway, and installation of power, street lighting, shallow utilities, shared-use pathways, and landscaping.

170 Street - Keswick Gate to 28 Avenue SW

About the Project

170 Street between Keswick Gate SW and 28 Avenue SW will be twinned during the 2026 construction season to support the continued development of the Windermere and Heritage Valley Neighbourhoods. This project will include the construction of dedicated southbound lanes for 170 Street between Keswick Gate and 28 Avenue, with dedicated turn bays east and west onto 28 Avenue, as well as sidewalks and shared use path connections to promote neighbourhood connectivity. The project will also include removal of interim traffic control measures on the existing 2-way 170 Street from 28 Avenue to Keswick Gate to support the transition from a 2-way road to dedicated northbound lanes.

This project is developer-funded by NAC Management Ltd. on behalf of the City of Edmonton. The scope of the project will include roadway construction, reconstruction of sidewalks and shared use paths, and traffic control measures.

Construction Timeline

  • Completion Date: Expected Fall 2026.
  • Beginning mid-June, construction barriers and traffic signage will be installed on the existing 170 Street to support the removal of the eastbound right turn from 170 Street southbound.
