Current Project Update

Rehabilitation work on the southbound Low Level Bridge was completed in 2025. Design is underway for rehabilitation of the northbound Low Level Bridge, which is anticipated to begin construction in early 2027. 

This work is part of a long-term strategy to maintain safe river crossings while planning for a future replacement bridge is underway. Once a future replacement is constructed, the northbound bridge may be repurposed for active transportation uses, such as walking and cycling, or removed depending on future Council direction.

About the Project

The Low Level Bridges are two side-by-side structures connecting central Edmonton across the North Saskatchewan River. The northbound bridge was constructed in 1900 and is Edmonton’s oldest bridge. The southbound was completed in 1949 and was designed to visually match the original structure.

Both bridges are nearing the end of their service life and require different lifecycle management approaches to maintain safe operations while future replacement planning advances. 

The southbound bridge underwent rehabilitation in 2025 to extend its service life and the northbound bridge is scheduled for rehabilitation in 2027 to extend its service life while replacement planning progresses. Northbound Low Level Bridge Rehabilitation will focus on immediate needs such as replacing and strengthening some bridge components, upgrading the guardrail, and replacing the timber pedestrian decking.

Future planning will explore opportunities to improve transportation connections, accessibility and river valley integration while considering the historic significance of the bridges.

Project History

Project Update - Southbound Low Level Bridge Construction Complete

The rehabilitation of the southbound Low Level Bridge is now complete. Both the southbound and northbound bridges have been restored to their normal traffic patterns. Construction was completed in December 2025.

Rehabilitation work included:

  • Construction of roadway crossovers to allow access to the southbound bridge structure
  • Building scaffolding under each of the spans to provide access
  • Mechanical cleaning of the steel truss member corrosion
  • Strengthening and replacement of steel members

Construction was completed on time and on budget. Rehabilitation work ensures the bridge remains a safe, reliable river crossing until its eventual decommissioning.

Planning and design for the rehabilitation of the northbound Low Level Bridge is underway. More information on construction timelines will be shared in 2026. 

Project Update - December 2025

Rehabilitation work on the southbound Low Level Bridge is nearing completion and is anticipated to reopen to all traffic in mid-December.

Upcoming traffic impacts:

  • To safely remove the temporary traffic crossovers used during construction, the Low Level Bridge will be closed to all traffic from the evening of December 5 until the evening of December 7
  • Single-lane closures are planned from 7am to 3pm for traffic travelling southbound on Low Level Bridge starting December 8 to December 13, for median barrier installation and line painting. Detours for northbound traffic will remain in place.
  • It is anticipated that construction will be completed, with northbound and southbound traffic fully restored in the coming weeks.

People walking, cycling and rolling can continue to cross the river using the sidewalk on the northbound Low Level Bridge. The shared pathway under the bridges will also remain open.

Planning and design for the northbound Low Level Bridge is underway. More details will be shared as the project progresses. 

Project Update - July 2025

Starting the week of July 28, the City will begin rehabilitation on the southbound Low Level Bridge. The work includes repairs and strengthening to extend the bridge's lifespan and ensure the bridge remains a safe and reliable river crossing until the eventual planned decommissioning of the southbound bridge.

Construction is anticipated to be completed by the end of 2025, with some carry-over work into 2026. 

Traffic Impacts

  • Starting July 28, there will be no northbound traffic on the Low Level Bridge. Northbound traffic will be detoured to the James MacDonald/98 Avenue Bridge for the duration of construction.
  • Work will start with building a traffic crossover. There will be temporary single-lane closures on the southbound Low Level Bridge during off-peak hours. Two-lane traffic will remain during afternoon peak traffic hours. Some full overnight closures of the southbound bridge will be required.
  • In early-mid August, once the traffic crossover is complete, southbound traffic will shift to the northbound Low Level Bridge. Two lanes of southbound traffic will resume for the duration of construction.
  • The southbound bridge will be fully closed during construction.
