99 Street Streetscaping and Waterproofing

The new streetscape design will improve pedestrian and active transportation, encourage walkability and support downtown vibrancy.

Project Update - December 2025

Work has been completed for the 2025 construction season.

The 99 Street library parkade entrance, located near the Citadel Theatre, has been reopened.
Work is expected to resume in February 2026. This phase will focus on Judy Padua Way and 99 Street between Judy Padua Way and Jasper Avenue.
Anticipated traffic impacts include temporary closures at the 100 Street library parkade and single lane closures on 100 Street north of Judy Padua Way.

Project Overview

The project area includes 99 Street from 102 Avenue to Jasper Avenue. This area of 99 Street has been identified as an important link to key destinations such as Churchill Square, Churchill LRT Station, Milner Library, Centennial Plaza, Citadel Theatre, Jasper Avenue and the Edmonton Convention Centre.

The project includes a new streetscape design that supports safe and comfortable active modes of transportation including filling in the missing link between Jasper Avenue and 102 Avenue as identified in the City Bike Plan and Bike Plan Implementation Guide. The new streetscape design will improve pedestrian and active transportation, encouraging walkability and supporting downtown vibrancy.

The project also includes replacing the aged waterproofing membrane on the Stanley Milner Library parkade under 99 Street and Westin Hotel, and rehabilitation of the Clock Tower Plaza and Judy Padua Way.

Project History

Project Update - November 2025

The 99 Street Streetscaping and Waterproofing Project continues, with work scheduled to continue through the winter and into spring 2026.

Current progress:

The 99 Street library parkade entrance at the Citadel Theatre has reopened.
Waterproofing of the Stanley A. Milner Library parkade has begun in front of the Westin Hotel.
Judy Padau Way will remain open to traffic until January 2026.
The bike lane on 99 Street south of 102 Avenue will remain closed for the duration of the project.

Once finished, the project will include a new bike lane, improved streetscaping, and a new waterproof membrane in the Stanley A. Milner Library parkade and The Westin Pedway.

Project Update - August 2025

The 99 Street Streetscaping and Waterproofing project is anticipated to complete the 99 Street access to the Stanley A. Milner Library be completed in the fall of 2025.

Traffic impacts, including road closures and lane restrictions, remain in effect for the duration of the project.

Centennial Plaza will remain accessible to the public.
Access to the library parkade will be closed through 99 Street; access will be available through 100 Street
A minimum of one access and exit for the Stanley A. Milner Library parkade will be maintained. Portions of the parkade and some accesses will be temporarily closed.
The bike lane on 99 Street south of 102 Avenue will be closed for the duration of the project.

Project Update - April 2025

Construction is set to start in mid-April 2025 for the 99 Street Streetscaping and Waterproofing project and is anticipated to be completed by the end of 2026.

The detailed design for this project was completed in early 2024. Construction is anticipated to begin in mid-summer 2024, with expected completion in 2025. Work will be completed in phases, with phase one planned for 99 Street between Judy Padua Way and 102 Avenue with waterproofing of the Stanley A. Milner Library parkade (subject to change).
Traffic impacts include road closures or restrictions to local traffic only.

Centennial Plaza will remain accessible to the public.
A minimum of one access and exit for the Stanley A. Milner Library parkade will be maintained. Portions of the parkade and some accesses will be temporarily closed.
The bike lane on 99 Street south of 102 Avenue will be closed for the duration of the project.

99 Street and Judy Padua Way and the Clock Tower Plaza Streetscape Plan

Project Update - December 2023

The preliminary design for this project was completed in the summer of 2023. The scope of the 99 Street project has been expanded to include waterproofing of the pedway connection between the Stanley Milner Library Parkade and Westin Hotel, and rehabilitation of the Clock Tower Plaza and Judy Padua Way.

The project is currently in detailed design which is expected to be completed in the spring of 2024. Construction is anticipated to begin in summer 2024, with anticipated completion in 2025.

Thank you to those who shared your thoughts on the proposed concept plan for 99 Street. Your feedback will be considered during the next step in the design process. The preliminary design for the area is anticipated to be completed in the spring of 2023.
