103A Avenue and 99 Street Streetscape and Pedway

Construction of the 103A Avenue and 99 Street underground pedway from Churchill LRT Station to the Station Lands development north of 104 Avenue will begin in mid-March 2024.

Project Update - March 2024

In March, Ledcor, the City’s contractor, will begin construction of the 99 Street underground pedway from Churchill LRT Station to the Station Lands development north of 104 Avenue. During construction, sections of 99 Street and 103A Avenue will be closed to vehicle traffic, and signage will be posted to help pedestrians, cyclists and motorists navigate the area.

Walking and cycling upgrades and enhanced landscaping are in preliminary design for 99 Street north of 102A Avenue and on 103A Avenue from 101 Street to 97 Street.

What We Heard Report (November 2023)

Project Overview

Planning and design is underway for the streetscaping of 99 Street north of 102A Avenue to 103A Avenue and along 103A Avenue from 101 Street to 97 Street. The design will consider the area’s unique blend of businesses and organizations, while balancing the needs of all users.

The design will consider and create consistency with the streetscape design for 99 Street south of 102 Avenue.

The project will improve accessibility for active transportation users, enhance safety, encourage walkability and support downtown vibrancy.

The project also includes the design of a new pedway under 99 Street from the Churchill Capital Line LRT Station to Station Lands. This pedway will add an essential link to the City’s downtown underground pedway system.

A surface access for the pedway is planned on the island within the transit loop north of 103A Avenue between the CN Tower and the Royal Alberta Museum.

This project is currently funded for the completion of construction for the pedway, 103A Avenue and 99 Street (north of Churchill Capital Line LRT Station) streetscapes and the transit loop.

Project History

Project Update - January 2024

Thank you to those who shared their feedback in August 2023. During this engagement, the 103A Avenue Streetscape project was in the concept phase and the 99 Street Underground Pedway project was in the preliminary design phase. At the time of this report, the project has advanced to preliminary design and the Underground Pedway is in detailed design.

The project team is seeking additional feedback from the public about the updated project designs from January 22 to February 12, 2024.

Project Update - July 2023

Concept designs for 103A Avenue and 99 Street Streetscape and the 99 Street underground Pedway have been developed. Engagement to gather public feedback will begin on July 24 and will conclude on August 21, 2023. The information gathered will help the design team further refine the design in the next project phase.

Construction is anticipated to begin in 2024.
