103A Avenue and 99 Street Streetscape and Pedway

Construction continues on the 103A Avenue and 99 Street underground pedway from Churchill LRT Station to the Station Lands development north of 104 Avenue. A pop-up entrance will be built near the CN Tower bus loop on 103A Avenue. Pedway construction is anticipated to be complete in 2026. Streetscape construction is anticipated to begin in 2027.

Project Update - Summer 2026

Ledcor continues to make progress on the pedway project, which will ultimately connect Churchill LRT Station to the Station Lands development north of 104 Avenue. In 2026, a major milestone was reached when the tunnel roof was completed, fully interconnecting all six phases of the pedway underground. The project is anticipated to be complete by the end of 2026.

Work continues inside a section of the existing pedway between Churchill Station and the Edmonton Law Courts. During the closure, crews will install the final electrical, mechanical and architectural finishes.

On August 14, 99 Street and 103A Avenue reopened, along with the majority of the west bike lane on 99 Street. This restored access to the City Hall parkade from both 102A Avenue and 103A Avenue.

In late fall, a portion of 99 Street at 102A Avenue will temporarily close for approximately one month for installation of a roadway contraction joint, which will temporarily change access into the City Hall parkade (access will be maintained from 103A Avenue).

Project History

Project Update - Fall 2025

Through the summer construction season, Ledcor continued to make progress on the pedway project. This included adding mechanical, electrical and architectural elements to the tunnel section north of 103A Avenue and completing all excavation and concrete slab pours in the future “pop-up” located near the CN Tower bus loop.

Another achievement this summer was the successful switch of the construction site where work was moved from the south to the north section of 99 Street. The roadway and sidewalk on the south half of 99 street has been fully reinstated while work continues underground in the new tunnel. This major milestone also means that the project has entered its final phase of excavation work. To allow for this work to occur, City Hall parkade access will be via 102A Avenue only and will no longer be available off 103A Avenue, which is highlighted in our project update.

Project Update - January 2024

Thank you to those who shared their feedback in August 2023. During this engagement, the 103A Avenue Streetscape project was in the concept phase and the 99 Street Underground Pedway project was in the preliminary design phase. At the time of this report, the project has advanced to preliminary design and the Underground Pedway is in detailed design.

The project team is seeking additional feedback from the public about the updated project designs from January 22 to February 12, 2024.

Project Update - July 2023

Concept designs for 103A Avenue and 99 Street Streetscape and the 99 Street underground Pedway have been developed. Engagement to gather public feedback will begin on July 24 and will conclude on August 21, 2023. The information gathered will help the design team further refine the design in the next project phase.

Construction is anticipated to begin in 2024.
