Each classification provides a brief description of the type of business and any specific rules, regulations and application requirements related to the business activity. This information is intended as a guideline to assist you in applying for a business licence; however, City staff will determine the correct business licence classifications for your business after you submit your application

Body Rub Practitioner

Any business set up for training and instruction in a specific trade, skill or service for the financial gain of the individual or company owning the school. Typical examples include secretarial, business, hairdressing, beauty culture, driving, dancing or music schools and private education services.

Construction Vehicle and Equipment Sales/Rentals

A person who charges or receives a fee for acting as a date or providing personal companionship for a limited period of time.

A person who charges or receives a fee for arranging an introduction between an Escort and another person.

A licence to dispatch vehicles for hire. This includes receiving telephone or radio calls from prospective passengers and directing a person operating a vehicle for hire to the passenger's location, offering or operating a mobile application, transportation network, or other electronic service that receives requests for prospective passengers and connects request to person operating a vehicle for hire, or any other action that results in a passenger and vehicle for hire being in the same place at the same time for the purpose of providing the passenger with vehicle for hire services.

This business is described as "a facility with dancing to live or recorded music, including operation between the hours of 2am and 8am."

There are special regulations (see Part IV of Business Licence Bylaw 13138) and application requirements for this classification. These include:

After Hours Dance Event

This business is described as "a commercial event with dancing to live or recorded music including operation between the hours of 2am and 8am that takes place other than in an After Hours Dance Club."

There are special regulations (see Part IV of Business Licence Bylaw 13138) and application requirements for this classification. These include:

  • Applications for this classification of licence must be submitted at least 30 days before the proposed event date
  • Details of your event, including the proposed date and time, the venue (please include a copy of the contract you have with the venue operator), number of people and staff you are expecting to attend, and the name of the individual who will be the event coordinator
  • You may be required to leave a deposit with the City to cover the anticipated cost of providing public services to your event
  • A proposed noise control plan, patron management plan, safety/medical plan and security plan is required for your business licence application
  • Corporations need to submit the full name, date of birth and recent Edmonton Police Information Check for all primary managers, owners, partners, directors and officers of the corporation
  • Individual applicants need to submit your full name, date of birth and recent Edmonton Police Information Check

Edmonton Fire Rescue and the Edmonton Police Service will be consulted for a recommendation on these applications. Alberta Health Services is notified when an application is submitted.

Alcohol Sales [Consumption Off Premises]

This business is described as "selling alcoholic beverages for consumption off the premises; typical examples are liquor stores."

There are special location restrictions under Edmonton's Zoning Bylaw that may affect the approval of your development permit which you must get before you can apply for a business licence. Please contact us by calling 311 for more information.

Edmonton Fire Rescue will be consulted for a recommendation on these applications. Alberta Health Services and the Alberta Gaming and Liquor Commission are notified when an application is submitted.

Alcohol Sales [Consumption On Premises / Minors Allowed]

This business is described as "selling alcoholic beverages for consumption on the premises in which minors are allowed in all areas of the premises during all hours of operation."

This can include bars and restaurants that allow minors on the premises. 

Edmonton Fire Rescue will be consulted for a recommendation on these applications. Alberta Health Services and the Alberta Gaming and Liquor Commission are notified when an application is submitted.

Amusement Establishment

This business is described as "a facility with any table or electronic games, including video lottery terminals." An example of this would be an arcade.

Edmonton Fire Rescue is consulted for a recommendation on these applications.

Auction Establishment

This business is described as "selling goods by auction or the storage of such goods." 

Edmonton Fire Rescue is consulted for a recommendation on these applications.

Bed and Breakfast

This business is described as "providing accommodation within a private residence, not including the complete rental of such private residence."

Edmonton Fire Rescue is consulted for a recommendation on these applications. Alberta Health Services is notified when an application is submitted.

Bingo Establishment

This business is described as "a facility requiring a bingo facility licence pursuant to the Gaming and Liquor Act."

Edmonton Fire Rescue will be consulted for a recommendation on these applications. Alberta Health Services and the Alberta Gaming and Liquor Commission are notified when an application is submitted.

Body Rub Centre

This business is described as "a premises or any part thereof where members of the general public attend, are invited to attend, or through which they may arrange an appointment to receive the physical external manipulation of the soft tissues of the human body for a fee, including any manipulation of an adult or erotic nature, but not including Health Enhancement Centres."

There are special regulations (see Part IV of Business Licence Bylaw 13138) and application requirements for this classification. These include:

  • Corporations need to submit the full name, date of birth and recent Edmonton Police Information Check for all primary managers, owners, partners, directors and officers of the corporation
  • Individual applicants need to submit your full name, date of birth, and recent Edmonton Police Information Check
  • Maintain a list of all your employees that includes their full name, date of birth, any pseudonyms or aliases, telephone number and Body Rub Practitioner business licence number
  • Produce the list of employees when it is requested by a Peace Officer
  • Only employ Body Rub Practitioners that have been licensed by the City of Edmonton
  • Only advertise your business using telephone numbers, names, email addresses and Internet addresses that have been previously provided to the City
  • Display your Body Rub Centre business licence number on any advertisements placed on the internet or in any newspaper, magazine or periodical
  • Ensure that there are at least two employees working in your business whenever it is open to the public
  • A new licence is required any time that the legal ownership of a Body Rub Centre changes or a current Body Rub Centre changes location. This is because licences are specific to the licensee and the location. If either of these two things change, a new licence application is required

Edmonton Fire Rescue and the Edmonton Police Service will be consulted for a recommendation on these applications. Alberta Health Services is notified when an application is submitted.

Body Rub Practitioner

This licensee is described as "a person who administers or offers to administer the physical external manipulation of the soft tissues of the human body for a fee, including any manipulation of an adult or erotic nature, but not including Health Enhancement Practitioners."

There are special regulations (see Part IV of Business Licence Bylaw 13138) and application requirements for this classification. 

Applications must include:

  • Your full name, date of birth and recent Edmonton Police Information Check
  • Two pieces of government-issued identification (at least one must have a photo) that show you are at least 18 years old
  • Proof that you have completed the required information course
  • A list of any pseudonyms or aliases you use and all the websites that are used to promote your services
  • The address of the Body Rub Centre where you will be working
  • Your photograph will be taken by the City when your application is submitted

Practitioners must: 

  • Notify the City if you stop working for your current Body Rub Centre, or start working at different Body Rub Centre
  • Display your Body Rub Practitioner business licence number on any advertisements placed on the internet or in any newspaper, magazine or periodical
  • Only work in a Body Rub Centre that has been licensed by the City of Edmonton
  • Notify the City if there are changes to any of the websites you use to advertise your services
Cannabis Cultivation Facility

This business is described as “the growing of Cannabis plants and the harvesting of material, including seeds or seedlings, from Cannabis plants."

There are special regulations (see Part IV of Business Licence Bylaw 13138) and application requirements for this classification. These include:

  • The applicant must submit to the City proof that the Business has obtained approval to operate as a Cannabis Cultivation Facility from the federal government

Edmonton Fire Rescue will be consulted for a recommendation on these applications. Edmonton Police Service is notified when an application is submitted.

Cannabis Processing Facility

This business is described as “the processing, manufacturing, packaging, and labelling of Cannabis products”.

There are special regulations (see Part IV of Business Licence Bylaw 13138) and application requirements for this classification. These include:

  • The applicant must submit to the City proof that the Business has obtained approval to operate as a Cannabis Processing Facility from the federal government

Edmonton Fire Rescue will be consulted for a recommendation on these applications. Edmonton Police Service and Alberta Health Services are notified when an application is submitted.

Cannabis Retail Sales

This business is described as “the sale of Cannabis and Cannabis Accessories directly to consumers."

There are special regulations (see Part IV of Business Licence Bylaw 13138) and application requirements for this classification. These include:

  • The hours of operation for the Business must be between the hours of 10am and 11pm, Monday through Sunday
  • If a person who appears to be less than 40 years old requests to purchase or be given Cannabis from a Licensee, then the Licensee shall demand that the person provide proof of age before granting the request
  • If a person who appears to be less than 40 years old enters the business premises, then the Licensee shall demand that the person produce proof of age
  • If a Licensee demands that a person produce proof of age and the person fails to produce proof of age that shows the person is 18 years of age or older, then the Licensee must:
    • not provide Cannabis to that Person
    • refuse the Person entry to the Business premises or ask that Person to immediately leave the Business Premises
  • The Licensee shall not sell or display Cannabis until the Licensee has obtained approval from the provincial government to conduct Cannabis Retail Sales
  • The Licensee shall not sell or display Cannabis until the Cannabis Act (Canada) has been proclaimed into force

Edmonton Fire Rescue and the Alberta Gaming Liquor Cannabis Commission will be consulted for a recommendation on these applications. Edmonton Police Service is notified when an application is submitted.

Carnival

This business is described as "operating a variety of live shows, games or amusement rides."

Edmonton Fire Rescue will be consulted for a recommendation on these applications. Alberta Health Services is notified when an application is submitted.

Casino Establishment

This business is described as "a facility requiring a casino facility licence pursuant to the Gaming and Liquor Act."

Edmonton Fire Rescue will be consulted for a recommendation on these applications. Alberta Gaming & Liquor Commission is notified when an application is submitted.

Commercial Leasing

This business is described as “offering or providing leased, rented or temporary space for non-residential purposes."

Edmonton Fire Rescue will be consulted for a recommendation on these applications.

Commercial Schools

Construction Vehicle and Equipment Sales/Rentals

This business is described as "selling or renting new or previously owned motor vehicles, machinery or equipment used in the construction of buildings, roads, pipelines and other such undertakings, in oilfield or mining operations, in manufacturing, assembling or processing operations or in agricultural production."

Escort

This licensee is described as "a person who charges or receives a fee for acting as a date or providing personal companionship for a limited period of time."

There are special regulations (see Part IV of Business Licence Bylaw 13138) and application requirements for this classification. 

Applications must include:

  • Your full name, date of birth and recent Edmonton Police Information Check
  • Two pieces of government-issued identification (at least one must have a photo) that show you are at least 18 years old
  • Proof that you have completed the required information course
  • A list of any pseudonyms or aliases you use and all the websites that are used to promote your services
  • The name of the Escort Agency that will be providing your introduction services
  • Your photograph will be taken by the City when your application is submitted

Escorts must: 

  • Only advertise your services using telephone numbers, names, e-mail addresses or internet addresses that have been previously provided to the City
  • Display your Escort business licence number on any advertisements placed on the internet or in any newspaper, magazine or periodical
  • Only allow an Escort Agency that has been licensed by the City of Edmonton to arrange your introductions
  • Notify the City if there are changes to any of the websites you use to advertise your services

Alberta Health Services is notified when an application is submitted.

Escort Agency

This business is described as "a person who charges or receives a fee for arranging an introduction between an Escort and another person."

An Independent Escort Agency is described as "a person who acts as an Escort Agency for only one Escort."

There are special regulations (see Part IV of Business Licence Bylaw 13138) and application requirements for this classification. These include:

  • Corporations need to submit the full name, date of birth and recent Edmonton Police Information Check for all primary managers, owners, partners, directors and officers of the corporation
  • Individual applicants need to submit your full name, date of birth and recent Edmonton Police Information Check
  • If you are applying for an Independent Escort Agency Licence, proof that you have completed the required information course
  • If you are an individual, two pieces of government-issued identification (at least one must have a photo) that show you are at least 18 years old
  • A list of any websites that promote your business
  • Your photograph will be taken by the City when your application is submitted

Escort Agencies must: 

  • Maintain a written work log that includes:
    • The full name and Escort business licence number of each Escort for which you provide introductory services
    • A list of all employees that work for your business
    • A list of all the names, telephone numbers and email addresses used to promote your business
    • The date, time and location of every introduction provided for each Escort
  • Produce your written log book to any Peace Officer that requests to see it
  • Only advertise your services using telephone numbers, names, e-mail addresses or internet addresses that have been previously provided to the City
  • Display your Escort Agency business licence number on any advertisements placed on the internet or in any newspaper, magazine or periodical
  • Notify the City if there are changes to any of the websites you use to advertise your business
  • Only provide introductions for Escorts that have been licensed by the City of Edmonton
  • If you are an Independent Escort Agency you can not provide introductory services for any Escorts other than yourself

Edmonton Police Service will be consulted for a recommendation on Escort Agency applications only. Alberta Health Services is notified when an application for an Escort Agency or Independent Escort Agency is submitted.

Exhibition Hall

This business is described as "providing facilities for meetings, conferences, sales or seminars on a temporary basis."

Edmonton Fire Rescue will be consulted for a recommendation on these applications.

Exotic Entertainer

This licensee is described as "a person who charges or receives a fee for a nude or semi-nude performance."

There are special regulations (see Part IV of Business Licence Bylaw 13138) and application requirements for this classification. 

Applications must include:

  • Your full name, date of birth and recent Edmonton Police Information Check
  • Two pieces of government-issued identification (at least one must have a photo) that show you are at least 18 years old
  • The name and telephone number of your booking agent, if you have one
  • The address of the licensed Exotic Entertainment Venue where you will be performing
  • Your photograph will be taken by the City when your application is submitted

Exotic Entertainers must:

  • Only advertise your services using telephone numbers, names, e-mail addresses or internet addresses that have been previously provided to the City
  • Display your Exotic Entertainer business licence number on any advertisements placed on the internet or in any newspaper, magazine or periodical
  • Notify the City if there are changes to any of the websites you use to advertise your services

Alberta Health Services is notified when an application is submitted.

Exotic Entertainment Agency

This business is described as "employing or acting for or on behalf of an Exotic Entertainer."

There are special regulations (see Part IV of Business Licence Bylaw 13138) and application requirements for this classification. These include:

  • Corporations need to submit the full name, date of birth and recent Edmonton Police Information Check for all primary managers, owners, partners, directors and officers of the corporation
  • Individual applicants need to submit your full name, date of birth and recent Edmonton Police Information Check
  • If you are an individual, two pieces of government-issued identification (at least one must have a photo) that show you are at least 18 years old
  • A list of any websites that promote your business

Exotic Entertainment Agencies must:

  • Maintain a list of all your employees that includes their full name, date of birth, any pseudonyms or aliases, telephone number and Exotic Entertainer business licence number
  • Produce the list of employees when it is requested by a Peace Officer
  • Only employ Exotic Entertainers that have been licensed by the City of Edmonton
  • Notify the City if there are changes to any of the websites you use to advertise your business

Edmonton Police Service will be consulted for a recommendation on these applications.

Exotic Entertainment Venue

This business is described as "any premises where live nude or semi-nude performances are offered."

There are special regulations (see Part IV of Business Licence Bylaw 13138) and application requirements for this classification. These include: 

Exotic Entertainment Venues must:

  • Maintain a list of all Exotic Entertainers performing at your business that includes their full name, date of birth, any pseudonyms or aliases and the date they performed
  • Produce the list of employees when it is requested by a Peace Officer
  • Only use Exotic Entertainers that have been licensed by the City of Edmonton for nude or semi-nude performances

Edmonton Fire Rescue and the Edmonton Police Service will be consulted for a recommendation on these applications. Alberta Health Services is notified when an application is submitted.

Farmer's Market

This business is described as "a market approved as an Alberta Approved Farmers’ Market by the Province of Alberta."

Vendors operating within a licensed farmer's market do not need a business licence of their own. Fire Rescue Services will be consulted for a recommendation on these applications.

Festival

This classification is described as "a public event conditionally approved by the City of Edmonton and which occurs on, or impacts, property owned, leased or controlled by the City of Edmonton."

Festival organizers are required to maintain a record of all vendors, including the business owner name or trade name, business address, telephone number and type of goods sold. 

Firearm/Ammunition Dealer

This business is described as "selling, purchasing, manufacturing, importing, exporting, repairing or altering of any firearm or ammunition."

Edmonton Fire Rescue is consulted for a recommendation on these applications and the Edmonton Police Service is notified when an application is submitted.

Food Processing

This business is described as "processing food or beverages in preparation for human consumption, including catering services."

Edmonton Fire Rescue will be consulted for a recommendation on these applications. Alberta Health Services is notified when an application is submitted.

Funeral, Cremation and Cemetery Services

This business is described as "the preparation of the dead for burial, the purification and reduction of the human body by heat and the keeping of bodies in a cemetery and the holding of associated services. Including; funeral homes, crematoriums, mausoleums, cinerariums and columbariums, memorial parks, burial grounds and gardens of remembrance."

Edmonton Fire Rescue will be consulted for a recommendation on these applications.

General Business

All other business activities that aren’t described by the other categories will be considered a “General Business."

General Contractor

This business is described as "providing services with respect to the erection, alteration, cleaning, moving, repair or demolition of buildings or structures; excavation, landscaping, concrete preparation or delivery, electrical systems, drilling, heating or air conditioning systems, plumbing, paving, and road, sewer or other such construction."

Edmonton Fire Rescue will be consulted for a recommendation on these applications.

General Industrial

This business is described as "processing of raw materials; manufacturing, assembly, cleaning, servicing, testing, repairing, storage, shipping or distribution of commercial or industrial materials, goods or equipment."

Edmonton Fire Rescue will be consulted for a recommendation on these applications.

Health Enhancement Centre

This business is described as "a premises or any part thereof where members of the general public attend, are invited to attend, or through which they may arrange an appointment to receive health services, including the physical external manipulation of the soft tissues of the human body, from an accredited professional for a fee."

Independent Health Enhancement Centres are described as "premises that operate as a Health Enhancement Centre for only one Health Enhancement Practitioner."

There are special regulations (see Part IV of Business Licence Bylaw 13138) and application requirements for this classification. These include:

Applications must include:

  • A complete list of all employees offering the services of a Health Enhancement Practitioner
  • Proof that all employees offering the services of a Health Enhancement Practitioner are in good standing with either the Massage Therapist Association of Alberta, Remedial Massage Therapists Association, the Certified Registered Massage Therapist Association or the Natural Health Practitioners of Canada
  • If applying for an Independent Health Enhancement Centre licence, you need to provide government-issued photo identification and your photograph will be taken by the City when your application is submitted

Health Enhancement Centres must:

  • Maintain a list of all employees that includes their full name, any pseudonyms or aliases, telephone number and Health Enhancement Practitioner business licence number
  • Only employ Health Enhancement Practitioners that have been licensed by the City of Edmonton
  • If an Independent Health Enhancement Centre, you as the licence holder are the only person that can work as a Health Enhancement Practitioner for your business

Health Enhancement Practitioner

This licensee is described as "an accredited professional who receives a fee to administer health services, including the physical external manipulation of the soft tissues of the human body."

There are special regulations (see Part IV of Business Licence Bylaw 13138) and application requirements for this classification. 

Applications must include:

Health Enhancement Practitioners must be employed by a Health Enhancement Centre. If you want to be self-employed, you will need to apply for an Independent Health Enhancement Centre business licence.

Livestock Operation

This business is described as "breeding (including any associated sale), boarding (whether for sale, shipment, inspection, appraisal, slaughter, or any other purpose), training or sale of any animal other than an animal normally considered as a domestic household pet."

Edmonton Fire Rescue will be consulted for a recommendation on these applications.

Major Retail Store

There are two different types of retail stores under the Business Licence Bylaw: Major and Minor Retail Stores.

A Major Retail Store is described as "any business that sells any goods on a retail basis that has a total space that is greater than or equal to 600 square metres, or has an occupancy load higher than 60 persons, or stores flammable materials; such as high fire load materials, major chemicals or hazardous materials."

Edmonton Fire Rescue will be consulted for a recommendation on these applications.

Minor Retail Store

Participant Recreation Services

This business is described as "an indoor or outdoor facility for sports or active recreation where patrons are predominantly participants and spectators are generally incidental."

Pawn Shop

This business is described as "receiving goods held as security for an advance of money."

There are special regulations (see Part IV of Business Licence Bylaw 13138) and application requirements for this classification. 

Applications must include:

  • Corporations need to submit the full name, date of birth and recent Edmonton Police Information Check for all primary managers, owners, partners, directors and officers of the corporation
  • Individual applicants need to submit your full name, date of birth and recent Edmonton Police Information Check
  • The full name, date of birth and job title of everyone working in your business

Edmonton Police Service and Edmonton Fire Rescue will be consulted for a recommendation on these applications.

Personal Services Shop

This business is described as "providing services related to the care and appearance of the body or the cleaning or repair of personal effects."

Applicants should review Alberta Health's Personal Services business information for details on health standards and other requirements.

Alberta Health Services will be consulted for a recommendation on these applications.

Public Market Organizer

This business is described as “organizing a market open to the public or providing stalls, tables or spaces to vendors displaying goods for sale, offering goods for sale, or selling goods. Public Market Organizers are required to maintain a record of all vendors, including the business owner name or trade name, business address and telephone number, and type of goods sold."

Edmonton Fire Rescue will be consulted for a recommendation on these applications. Alberta Health Services and Edmonton Police Services is notified when an application is submitted.

Public Market Vendor

This business is described as “a vendor who obtains a stall, table or space from a Public Market Organizer to display goods for sale, to offer goods for sale, or to sell goods. This does not include vendors who only sell Artisan Goods or food."

A vendor who does sell Artisan Goods (goods handcrafted, designed or cultivated by a person or their agent) at a public market is not required to have a business licence. 

Rental Accommodation

This business is described as "providing accommodation on a temporary or permanent basis."

Edmonton Fire Rescue will be consulted for a recommendation on these applications. Alberta Health Services is notified when an application is submitted.

Restaurant or Food Sales

This business is described as "selling prepared food or non-alcoholic beverages for consumption on or off the premises."

Second Hand Store

This business is described as "selling previously owned goods other than by Auction, Traveling or Temporary Sales or in a Flea Market or Farmer’s Market."

There are special regulations (see Part IV of Business Licence Bylaw 13138) and application requirements for this classification. 

Applications must include:

  • Corporations need to submit the full name, date of birth and recent Edmonton Police Information Check for all primary managers, owners, partners, directors and officers of the corporation
  • Individual applicants need to submit your full name, date of birth and recent Edmonton Police Information Check
  • The full name, date of birth, and job title of everyone working in your business

Second Hand Stores must comply with significant regulations related to the handling and storage of goods, including a requirement that you not purchase goods from anyone under the age of 18 and record goods with Business Watch International

Edmonton Police Service and Edmonton Fire Rescue will be consulted for a recommendation on these applications.

Small Animal Breeding/Boarding Establishment

This business is described as "breeding (including any associated sale), boarding or training of any animal normally considered as a domestic household pet."

Edmonton Fire Rescue will be consulted for a recommendation on these applications.

Spectator Entertainment Establishment

This business is described as "a facility offering live theatrical, musical or dance performances or showing motion pictures."

Edmonton Fire Rescue will be consulted for a recommendation on these applications.

Tobacco Sales

This business is described as "selling tobacco or tobacco products including the sale of such items by vending machine."

Health Canada is notified when an application is submitted.

Traveling or Temporary Sales

This business is described as "selling goods or services other than food or beverages place to place, or from a temporary location in any place where the public has an expected right of access, but not including sales to a wholesale or retail dealer in any such goods."

This business licence can be issued for either a full year or 1-3 days, depending on the length of time you will be operating in Edmonton.

Traveling or Temporary Food Sales

This business is described as "selling food or beverages place to place, or from a temporary location in any place where the public has an expected right of access, but not including sales to a wholesale or retail dealer in any such goods."

This business licence can be issued for either a full year or 1-3 days, depending on the length of time you will be operating in Edmonton.

Alberta Health Services food handling regulations apply for this classification of business and Alberta Health Services will be notified when an application is submitted.

Vehicle for Hire

Vehicle Fuelling Station

This business is described as the "on-site sale of gasoline, propane or any other motor vehicle fuel product."

Edmonton Fire Rescue will be consulted for a recommendation on these applications.

Vehicle Repair

This business is described as "the general maintenance or repair of motor vehicles or non-motorized recreational vehicles such as tent trailers, boats and other similar craft, including vehicle painting or body repair."

Vehicle Sales/Rentals

This business is described as the "selling or renting new or previously owned motor vehicles, or non-motorized recreational vehicles such as tent trailers, boats and other similar craft, but not including Construction Vehicle and Equipment Sales/Rentals or the sale of less than 5 previously-owned vehicles per calendar year."
