A Vehicle for Hire Dispatch Licence is issued to a person that dispatches vehicles for hire.

Licence Types

There are three kinds of dispatch licences:

  1. Taxi Dispatch (for taxis and accessible taxis)
  2. General Dispatch (for Limousines, Shuttles, and Private Transportation Providers)
  3. Transportation Network Dispatch (for companies approved under the provincial Transportation Network Companies Regulation)

A person with a valid City of Edmonton Vehicle Licence for a taxi, accessible taxi, limousine, shuttle, or Private Transportation Provider may also decide to operate independently and dispatch themselves.

Applications for a dispatch licence must be made in person at the Edmonton Service Centre, 2nd floor, 10111 104 Avenue NW, Edmonton, AB, between 8am and 4pm.

If your business is located in Edmonton, ensure the location is zoned to allow your business to operate at that address, before applying for your licence.

Dispatch and Vehicle Licence Fee Reductions

On April 6, 2021, City Council approved a 100% reduction in 2021 dispatch and vehicle licence fees for limousines and a 50% reduction in these fees for all other vehicles for hire. The fee reduction will be automatically applied when licensees renew their licence or apply for a new licence.  For licensees who already received a credit for their 2021 fees, the fee reduction will be applied to their 2022 fees. The fee reductions are one way the City is helping support the industry through the pandemic recovery.

Taxi Dispatcher

How to apply

Please submit the following:
  • Application Form
  • 2020 Application Fee (Effective February 4, 2020)
  • Incorporation documents (if you are a corporation)
  • Declaration form that you will be dispatching taxis and will have at least one accessible taxis available for dispatch at all times

City staff will confirm and indicate to you if you require additional permits, like a development permit, before your business can begin operating.

Responsibilities

A Taxi Dispatch company is responsible for keeping all records:
  • Of each trip completed by the operating vehicles
  • Of verbal notices of refusal provided to the dispatcher
A Taxi Dispatch company must ensure that every vehicle has the following:
  • An operating meter and top light
  • The appropriate colour associated with the dispatch company
  • The dispatcher’s name or company logo, telephone number, and vehicle unit number are displayed on the exterior of the vehicle
  • A valid meter accuracy certificate that is accessible and available to a passenger or bylaw enforcement officer upon request
Transportation Network Dispatcher

City staff will confirm and indicate to you if you require additional permits, like a development permit, before your business can begin operating.

Responsibilities

A Transportation Network Company (TNC) is responsible for keeping all records:

  • That are required by drivers, such as a provincial Class 1, 2, or 4 operator’s licence, Police Information Check, and for their vehicles, such as a provincial Class 1-55 registration certificate, and proof of valid insurance policy. These records will be periodically audited by the City.
  • Of each trip completed by the operating vehicles
  • Of verbal notices of refusal provided to the dispatcher

A TNC must provide valid Province of Alberta Transportation Network Company (TNC) Certificate of Approval to the City on a yearly basis.

A TNC operating with 51 or more vehicles (or associated vehicles) is required to remit to the City a $0.30 fee for each trip. This fee is collected on a schedule by the City every 3 months. See Section 44(3) of Vehicle for Hire Bylaw 17400 for more details.

Limousines, Shuttles, Private Transportation Providers Dispatcher

How to apply

Please submit the following:
  • Application Form
  • 2020 Application Fee (Effective February 4, 2020)
  • Incorporation documents (if you are a corporation)
  • Declaration form stating which types of vehicles (limo, shuttles, and/or private transportation providers) you will dispatch

City staff will confirm and indicate to you if you require additional permits, like a development permit, before your business can begin operating.

Responsibilities

A limousine, shuttle, or private transportation provider company operating with 51 or more vehicles (or associated vehicles) is required to remit to the City a $0.30 fee for each trip.

This fee is collected on a schedule by the City every 3 months. See Section 44(3) of Vehicle for Hire Bylaw 17400 for more details.
