The Animal Care and Control Bylaw waives the foster licensing fee for not-for-profit animal rescue organizations.
Please complete this form to apply for your free pet licence if you are fostering an animal on behalf of a local not-for-profit animal rescue organization.
Puppies and kittens under the age of 6 months are exempt from the licensing requirement. If you are fostering a mom and litter, please indicate the number of puppies or kittens in the litter when completing the details on the application form.
The maximum limits are: 3 dogs and 6 cats, at a residential property. If you are applying for a Foster Licence and you have more than the maximum number of animals allowed, please close this application form and complete the application for a Temporary Excess Animal Permit instead.
Once this form is submitted, your responses will be sent directly to the Animal Care and Control Centre Customer Service Team. Please have the following required supporting documents available to submit upon request.
Required Supporting Documents:
- Rescue Confirmation Letter: A letter confirming your affiliation with the rescue and the animal details, including a photo
- Photo ID: A copy of a valid government-issued photo ID
