The new Animal Care and Control Bylaw, which came into effect on May 19, 2026, includes the opportunity for local not-for-profit animal rescue organizations and Edmontonians, where there are extraordinary circumstances, to apply for a Temporary Excess Animal Permit allowing them to temporarily exceed the maximum number of allowable pets at a residential property with a permit from the City.
The maximum limits are: dogs(3), cats(6), or rabbits(4)
Note: puppies and kittens under the age of 6 months are exempt from the maximum limits, and a Temporary Excess Animal Permit is not required.
Please complete this form to apply for a Temporary Excess Animal Permit. Once submitted, your responses will be sent directly to the ACCC Customer Service Team. Please have the following required supporting documents available to submit upon request.
- Rescue Confirmation Letter: A letter confirming your affiliation with the rescue (if applicable) with the animal details, including a photo.
- The following documents must be submitted with the application if they haven’t previously been provided to the City.
- A valid City of Edmonton business licence
- Confirmation of registered charity / not-for-profit status
- Photo ID: A copy of a valid government-issued photo ID
