When an independent developer begins a residential or commercial project they also develop the roadways to accommodate any traffic impact from the future development. These projects are funded and managed exclusively by the developer. It is the City of Edmonton’s responsibility to ensure the developers are complying with the approved standards and specifications.
Within the Concept Phase, all aspects of the project are developed and assessed. At this stage, the project's scope is developed and concept plans are drawn up.
This phase involves looking at all aspects of the project from the design and duration to the cost and overall impact on residents.
Once the project plan has been completely developed, then a decision to go forward into the Design Phase will be made.
The Design Phase is important to finalize all of the strategies developed in the Concept Phase. All design details and construction methods are defined and identified and a project plan is finalized for approval.
Once the design has been completed and approved for construction, the project moves into the Build Phase. The projects in this section will be either awaiting the start of construction or construction is underway.
Although the construction is carried out by the Developer, the City will ensure that it adheres to the previously approved design plan and the City of Edmonton Design and Construction specifications.
As part of the development of the Horse Hills Neighbourhood, private developers are required to upgrade Meridian Street from a rural road to the first two lanes of urbanized arterial roadway.
This project will also require the construction of a new culvert and a wildlife passage at the Horsehills Creek crossing.
As the project will require a year-long closure of Meridian Street from 167 Ave to the CN rail tracks, a traffic detour plan has been created to ensure residents have access to their homes in the area.
