City Council Update
The proposed Neighbourhood Area Structure Plan for Heritage Valley Neighbourhood 14 received first and second reading at the May 12, 2020 City Council Public Hearing (see items 3.19, 3.20, and 3.21).
Prior to returning to City Council for third and final reading, the neighbourhood plan was required to go to the Edmonton Metropolitan Region Board (EMRB) for approval (REF 2020-005). The EMRB recommended approval of the plan on June 15, 2020, subject to a 28-day appeal period ending on July 13, 2020. As no appeals were submitted, final approval from the EMRB was received on July 14, 2020.
The neighbourhood plan received final approval at the August 17, 2020 City Council meeting.
Plan Overview
The City of Edmonton has approved a plan for a new neighbourhood area structure plan, currently referred to as Heritage Valley Neighbourhood 14. This neighbourhood is located in southwest Edmonton, east of Heritage Valley Trail SW and south of Ellerslie Road.
Neighbourhood Area Structure Plans (NASPs) describe the general pattern of development for new neighbourhoods. The policies of the NASP guide the next stages of development, including zoning, subdivision, infrastructure design and construction.
The approved Heritage Valley Neighbourhood 14 NASP outlines:
- Type and location of residential, commercial and other land uses
- The general location of the proposed Provincial hospital
- A conceptual alignment of the future LRT extension and station
- Estimated population densities
- The location of major roads and utilities (water, storm and sanitary sewers)
- Future open spaces including parks, school sites, and natural areas
The Heritage Valley NASP 14 Development Concept Map outlines the general layout of proposed land uses for the plan area. A planning application has been received to rezone part of the plan area to allow for the development of a future hospital site.

Public Engagement Session
Edmontonians were invited to a drop-in public engagement session on January 30, 2020 about this proposed Neighbourhood Area Structure Plan. This was an opportunity for people to learn more about the proposal and share their views with the City and applicant. Feedback will be summarized in a report to City Council for a decision on the proposed application.
