The City’s Land Development team can develop land for capital projects. Capital projects will eventually become operational, providing services and contributing to the safety, health and wellness of the city. Generally, this land is not sold to the public.

Examples include parks, transportation, and community services projects.

Heritage Valley Town Centre Development

The City owns approximately 119 acres of land in Heritage Valley Town Center. 55 acres will be dedicated as municipal reserve for the District Park and the remainder is planned for a storm water management facility, future LRT alignment, utility lots and a mix of commercial and high density residential. 

Servicing design has been ongoing for the saleable lots, school site and the park. The City started grading in 2022. The remainder of construction expected to start in Q2 2023 with completion in 2024.

Milestones

Rezoning (Charter Bylaw 20324) and the associated amendments to the Heritage Valley NASP (Bylaw 20323) were approved by City Council on December 6, 2022.

Oxford - Stage 17

Construction, including levelling and grass seeding of a potential park site, is expected to be completed in 2024 as part of the land development construction.
