Description/Purpose

The Edmonton Design Committee (EDC) reviews and provides recommendations to applicants and the City regarding development applications.

Important changes to upcoming EDC meetings:

The March 17 EDC meeting has been rescheduled to April 1, and this meeting and future meetings will be conducted via teleconference until further notice. Members of the public can take part in meetings by contacting us at edmontondesigncommittee@edmonton.ca or 780-508-9503.

Meetings

Meetings are held on the 1st and 3rd Tuesday of each month at 4pm at the Edmonton Meeting Centre (3rd Floor Edmonton Tower, 10111 104 Avenue NW) unless otherwise indicated. Agendas are available 1 week prior to the meeting date, and minutes are posted once approved.

Submission Requirements
  • A minimum of 6 hard copies (11" x 17" format, single-sided, printed in colour and bound) of the submission package must be delivered to  City administration a minimum of two weeks in advance of the scheduled meeting date. Deliveries can be sent to:

  • ​An electronic copy of the submission booklet must be sent to City administration a minimum of two weeks in advance of the meeting date
  • The Applicant is required to bring a digital presentation file (PDF) to the meeting on a USB key
Scheduling/Cancelling

If an applicant is unable to attend the scheduled hearing, it is imperative that Administration is notified at least two weeks in advance of the hearing date. By cancelling, there is no assurance that the next Edmonton Design Committee Administration meeting date will be available.​

Pre-Consultation Meetings

Though not mandatory, the Edmonton Design Committee (EDC) strongly encourages a “pre-consultation” screening of proposed developments.  The intent of this step is to offer information and guidance regarding the formal presentation. A letter from the EDC is not provided after a pre-consultation meeting, and it is the responsibility of the applicant to take notes at this meeting.

Pre-Consultation Submission Requirements

The pre-consultation process allows the EDC to engage with the proponent at an early and conceptual stage of development.

Information required for a pre-consultation submission for a development permit application, rezoning application, or public project:

  • Indication of the type of submission (Rezoning, Development Permit, etc.)
  • Municipal address of the property
  • Written description of the project
  • Responses to Principles of Urban Design
  • Site plan
  • Landscape plan
  • Preliminary elevations, drawings and renderings of the proposal
Additional Information

If required by the EDC or development planner, the proponent shall provide the following information:

  • Additional perspectives
  • Detailed landscape plan complete with hard and soft landscaping details
  • Public art provision, including specifics
  • An exterior lighting plan illustrating how the building’s architectural and sculptural characteristics have been highlighted
  • Building sections
  • Existing and proposed site grading
  • Wind impact analysis
  • Detailed Comprehensive Sign Design Plan to comply with Section 59 of the Edmonton Zoning Bylaw 12800
  • General analysis of how the development has addressed Crime Prevention Through Environmental Design (CPTED)
  • Zoning Bylaw Compliance analysis

There may be a development that requires a special submission, such as a rezoning application, digital sign application, or exterior alterations such as a façade improvement. Please contact Administration or the file planner in order to discuss these requirements.

Formal Meetings

The Edmonton Design Committee (EDC) Bylaw requires formal presentation reviews for major development applications submitted to Sustainable Development. A development permit application must be applied for, and discussion with a development planner should take place before a formal presentation to the EDC is made.

Please note that the EDC will not review a Development Permit submission in conjunction with a Rezoning application. A Rezoning Application must be approved prior to the EDC review of a Development Permit submission.

Formal Submission Requirements
Administrative Walk-On

After a formal review by the Edmonton Design Committee (EDC), a project which receives a letter of "support with conditions" may be required to return to the EDC as an "Administration Walk-On" presentation.

An Administrative Walk-On requires:

  1. The applicant to address the letter of recommendation by providing:
    • A response in the form of a brief cover letter
    • Corresponding materials (a full package resubmission is not required)
  2. The applicant to submit the response to the Development Planner electronically for initial review/approval
  3. The Applicant to provide 6 (six) hard copies and digital files of the materials to Administration two weeks prior to the scheduled Administrative Walk-On date.
  4. Administration to present the response before the EDC
  5. Administration to respond to the applicant with the outcome

Public Engagement

  • Current Edmonton Design Committee (EDC) policies and procedures are under review to ensure that the EDC remains a relevant voice in the planning and design conversation in Edmonton. 
  • Engagement sessions and tools were provided in 2018 and 2019 to allow owners, developers, consultants and other interested parties an opportunity to share their opinions and ideas on updating the Edmonton Design Committee's governing policies and procedures.   • There will be opportunities to review and comment on proposed recommendations in late May 2020.
