Community After Incident Response (CAIR), through partnership with various agencies, provides support to communities impacted by traumatic events (such as a homicide, public suicide, hate crime).
The project is initiated by the City of Edmonton's Community Safety Initiatives and is focused on:
- Providing a safe space for the community members to talk about what occurred and the effects it has had on them
- Providing access to mental health resources to help them to heal
Communities can be defined by geographical area, as well as cultural and sociopolitical communities.

What is Our Process?
When a traumatic incident occurs, Community Safety Liaisons (CSL) will:
- Collect information from the affected communities
- Coordinate with multiple partners, both internal and external, to provide support and assistance
A CAIR event is usually initiated within 2 weeks of the traumatic incident with the focus being on education and support.
What is a CAIR Event
In order for CAIR to be initiated, the following criteria must be met:
- A significant incident such as a homicide, public suicide, hate-motivated event
- Public and communities must be aware of what has occurred prior to CAIR involvement
- Significant secondary trauma experienced by an identifiable community
What is Not Considered a CAIR Event
CAIR will not be initiated in response to events that meet the following criteria:
- Natural disasters
- Minor property crimes except where such crimes are motivated by hate
- Incidents where the affected group is not identifiable
- Interpersonal crimes that do not have a clear impact on others who are not directly involved in the event
- Incidents outside of Edmonton, except where those incidents have significant impacts on Edmontonians and meet the event criteria
- Primary victims of crime
