City Council declared a climate emergency in 2019. Since then, the City of Edmonton has adopted two plans to guide accelerated climate action. The Climate Resilient Edmonton: Adaptation Strategy and Action Plan, which outlines the primary climate risks facing Edmonton and what actions need to be taken to prepare for these risks. The updatedCommunity Energy Transition Strategy followed in 2021, aligning Edmonton’s climate mitigation efforts to do Edmonton’s part to limit average global warming to 1.5 degrees Celsius. This includes high-level targets of being a net-zero community by 2050, and a net-zero corporation by 2040.
The City reviewed these climate strategies and action plans to ensure our continued approach remains effective and responsive to shifting local priorities. This review also meets the five-year review requirements for these plans as laid out in the City of Edmonton Charter Regulation. The 2027 Update - Climate Implementation Priorities were developed in response to this review. They include priority actions to progress greenhouse gas reductions and reduce risks from climate change in alignment with the overarching strategies.
The Climate Implementation Priorities (2027–2030) report package has now been published and will be presented to City Council’s Executive Committee on Wednesday, September 2, 2026. The report can be viewed on Council and Committee Meetings under the September 2, 2026 Executive Committee Agenda.
Achieving transformational change means setting ambitious targets. The following targets reflect a community-wide accelerated energy transition journey. We are just starting to accelerate our journey, and like any journey we will have to regularly reflect on our progress and adjust our plans as needed to successfully reach our goals and targets.
The Community Energy Transition Strategy is centered around 4 (four) bold and transformative pathways. The pathways below are areas of transformative action and are interconnected to achieve Edmonton’s low-carbon future. Each pathway has goals that set out what needs to be achieved for a low-carbon, prosperous and just and equitable future.
In alignment with the requirements of the City of Edmonton Charter, and in an effort to ensure Edmonton’s climate action plans are effective and responsive to shifting local priorities and impacts, the City has reviewed the two climate strategies and actions. The strategies will not be updated at this time as the targets and goals that are laid out in the strategies remain aligned with best practice and are on par with the ambitions of other comparable municipalities.
The review has been conducted, and the resulting 2027 Update - Climate Implementation Priorities report package is now published and being brought forward to City Council’s Executive Committee on September 2, 2026.
Public engagement was crucial in establishing, prioritizing and refining the Climate Implementation Priorities. City Administration engaged the public at the "Advise" levels of the Public Engagement Spectrum over two phases:
This phase included validating the project approach, understanding experiences with climate change, and identifying partnership opportunities through workshops, meetings, and written feedback. This phase also included specific Indigenous engagement in coordination with other climate projects. Feedback from Phase 1 was used to inform the Draft Action Concepts that were published in December 2025. Phase 2 focused on reviewing and collecting feedback on draft action concepts. In Phase 2, we heard from thousands of Edmontonians across a variety of engagement opportunities:
The findings from Phase 2 engagement helped inform the 2027 Update - Climate Implementation Priorities. The Phase 2 What We Heard Summary provides an overview of this engagement and what we heard.
The 2027 Update - Climate Implementation Priorities report package, including the proposed Climate Implementation Priorities and full Phase 2 What We Heard Report, has been published in advance of City Council’s Executive Committee meeting on Wednesday, September 2, 2026. Engagement feedback received will be shared with City teams tasked with implementing the actions as directed by City Council.
