Neighbourhood Renewal in Spruce Avenue was completed in 2020.
Spruce Avenue was chosen for reconstruction beginning in spring 2018 and completed in 2020.
Neighbourhood reconstruction is a type of neighbourhood renewal that involves road reconstruction and repaving, as well as replacement of street lights and reconstruction of sidewalks, curb and gutter. Alley renewal is not part of neighbourhood reconstruction.
It also includes the opportunity for 2 Local Improvements, sidewalk renewal and decorative street lights.
Construction resumed in Spruce Avenue in August 2020. The work is a carry over from the 2019 construction season and includes:
The removal and replacement of public sidewalks, curbs and gutters, as well as construction and paving of the road
Full road reconstruction along 112 Avenue (from 105 Street to 106 Street) is planned for September 1 to September 15
Construction is now underway in Spruce Avenue. The construction includes removal and replacement of street lighting, public sidewalk, curb and gutter, as well as reconstruction and paving of the road.
The April Bulletin contains important project and contact information for residents and property owners, as well as a map of Spruce Avenue which identifies the scope of work planned for 2019. The Prime Contractor working for the City will deliver bulletins outlining the estimated start/finish dates of each portion of the project, along with their contact information.

The project team has gone through feedback collected at the public event in January 2019. Feedback was provided on design options for bike infrastructure between 97 Street and 102 Street, as these 2 blocks connect the existing shared use path west of 102 Street to the bike route in Alberta Avenue east of 97 Street.
Three popular themes emerged in that feedback:
Keep the roadway operation similar to what it is today
It was important to make intersections safe
Bicycle-activated signals at both intersections (97 Street and 101 Street) were very important
The project team has considered the feedback collected as part of the design process and has included the following in the design of the street between 97 Street and 102 Street:
A shared roadway, where bikes and traffic will share the roadway single file
The intersection of 114 Avenue and 102 Street will be upgraded to an all-way stop with reflective tubing
Bike detection will be installed at the intersection of 114 Avenue and 97 Street, and 114 Avenue and 101 Street along with signal upgrades

We recently constructed a shared-use path on 114 Avenue east of 102 Street and are now looking at design options for 114 Avenue, from 97 Street to 102 Street.

Building Great Neighbourhoods is working in the Spruce Avenue neighbourhood with construction occurring in 2018 and 2019. The scope of work includes road restoration and paving, replacement of street lights, and reconstruction of sidewalks, curb and gutter. The final design for the neighbourhood reconstruction project was presented in February 2018.
Throughout the year we heard concerns from the community about 112 Avenue, which include congestion, short-cutting, visibility, safety, lane width, and illegal parking.
We heard you and are proposing changes on 112 Avenue, from 102 to 105 Street, as shown on this detailed map. The 112 Avenue construction is scheduled for 2019.
The section of 115 Avenue, between 102 Street and 103 Street is scheduled to be converted to parkland. The updated design plan will include some impacts to residents however the City has been working with stakeholders to keep these to a minimum.
On February 20, 2018, City representatives hosted an open house to provide detailed information regarding the final design including pedestrian and cycling improvements, what to expect during construction and the local improvement process for the Spruce Avenue neighbourhood reconstruction project.

In previous consultation regarding the Spruce Avenue neighbourhood renewal, residents expressed an interest in having bicycle infrastructure included with the neighbourhood construction. A focused workshop was held on January 16, 2018 to discuss the options for bicycle infrastructure, with a focus surrounding 114 Avenue.

On September 27, 2016, the Building Great Neighbourhoods team met with the Spruce Avenue Community League Executive to share the City’s plans to renew and replace sanitary and storm sewers, reconstruct roads, curbs and sidewalks on City-owned property, and replace streetlights, starting in 2018.
