About the Program

Central McDougall was chosen for reconstruction beginning in spring 2019. The work was completed in 2020 with remaining landscaping finalized in 2021.

Neighbourhood reconstruction is a type of neighbourhood renewal that involves road reconstruction and repaving, as well as replacement of street lights and reconstruction of sidewalks, curb and gutter. Alley renewal is not part of neighbourhood reconstruction. It also includes the opportunity for 2 local improvements, sidewalk renewal and decorative street lights.

Project History

Project Update - Spring 2021

Neighbourhood renewal is 90% complete in Central McDougall! Construction began in spring 2019 and will wrap up completely during the 2021 construction season. The project is currently on-time and on-budget.

Remaining 2021 Work

Sod placement - due to the onset of cold weather some sod placement from 2020 was deferred to 2021. The landscaping contractor will be onsite in July completing all remaining sod placement.
Commercial area improvements - in the commercial streets, 106 Street to 108 Street (between 105 Avenue to 106 Avenue), we will be planting new trees and shrubs and completing pavement markings.
Shared pathway lighting - the shared pathway along 104 Street, 108 Avenue and 107 Street was completed in 2020. In May 2021, the lighting along the shared pathway was completed and is now energized and in operation.

Open Space Renewal

Renewal work has been completed in Princess Patricia Park. Remaining work which involves planting shrubs in the park is planned for summer 2021.

Project Update - December 2020

Neighbourhood renewal work is complete for 2020 in Central McDougall! Construction began in early May and was completed on schedule. This was the final year of the 2-year neighbourhood renewal work. The completed work includes:

The removal and replacement of public sidewalks
Shared-use paths
Curbs and gutters and roadways

In August 2020, landscaping work that carried over from the 2019 construction season was completed. Some sod placement and deficiency repairs have been deferred to spring 2021 due to the early onset of colder weather.

In the commercial streets along 106 Street to 108 Street (between 105 Avenue to 106 Avenue), we still have some work to complete as a result of cold weather. It is planned for spring 2021 and includes planting new trees and shrubs and pavement marking.

Street light installation work, which includes running new conduits, drilling and pouring new concrete base, removal of old poles and re-energizing the lights, is still ongoing in the neighbourhood. We are targeting the end of January 2021 for the street light system to be fully operational.

Open Space Renewal

Renewal work has been completed in Princess Patricia Park. Remaining work which involves planting shrubs in the park is planned for summer 2021.

Project Update - August 2020

The 2020 Central McDougall construction season began in early May with construction along 108 Avenue just west of 101 Street and moving south to 105 Avenue. Construction is progressing on time and we are completing sidewalks, curb and gutter along 106 Street to 108 Street between 107 Avenue and 109 Avenue.

We have completed full road reconstruction, construction of new sidewalks, curb and gutter and landscaping along 108 Avenue between 101 Street to 104 Street. This month, we anticipate the majority of concrete work between 105 Street to 109 Street and road reconstruction along 102 Street and 103 Street will be completed.

Road rehabilitation is planned until early September. At the end of September, Low Impact Development (LID) installation along 106 Street and 108 Street between 105 Avenue to 106 Avenue is planned to be done. Streetlight installation is ongoing between 105 Avenue to 108 Avenue.

Open Space Renewal

In early August, renewal work started in Princess Patricia Park. The work includes removing the existing walkway and shrubbery and constructing a 3m concrete shared-use path as part of the 108 Avenue bike link, relocating trees and planting new trees. During construction, a small section of the park will be closed.

Project Update - Spring 2020

We are entering the final year of the planned 2-year construction for Central McDougall. For a yearly breakdown of how construction is planned, see the Scope Map. The Construction Staging Map outlines work by numbered project in greater detail.

The 2019 construction season was a success and we completed all planned construction including the roadways, curbs, sidewalks and drainage. The 2 exceptions being landscaping and street lighting:

Landscaping in Project 1 (with the exception of 102 Street/110 Avenue near Royal Alexandra Hospital) was only complete up to topsoil level. In June and July, landscapers will be onsite to prepare the topsoil and begin installing sod.
Decorative street light poles along the 109 Avenue shared-use path corridor (Project 1) will be installed through the summer.

The 2020 construction season will include the removal and replacement of public sidewalks, curbs and gutters, as well as street lighting, and reconstruction and paving of the roads.

Construction Update - Spring 2019

Construction is now underway in Central McDougall. The construction consists of removal and replacement of public sidewalk, curb and gutter, and street lighting, as well as reconstruction and paving of the road.

The Spring Bulletin contains important project and contact information for residents and property owners. The Prime Contractor working for the City will deliver bulletins outlining the estimated start/finish dates of each portion of the project, along with their contact information.

The City thanks residents and property owners for their patience as we make these improvements.

Project Update - January 2019

Thank you to those who attended the Pre-Construction Public Event on Wednesday January 16, 2019 to view the final designs for the neighbourhood, learn more about the planned 2-year construction and decide on the sidewalk Local Improvement.

The final neighbourhood designs were developed based on the feedback received throughout the public engagement process from January to November 2018. They take into consideration City policies and programs, technical feasibility and available funding. The final neighbourhood plans include:

What We Decided Report

Project Update - November 2018

Thank you to those who attended the Central McDougall - Renewing Local Infrastructure Event on November 7, 2018 to share feedback on the preliminary plans for new infrastructure in the neighbourhood. The preliminary plans included improvements to:

Residential streets
Traffic measures
Commercial streets
Bike infrastructure
Parks and green spaces

They were developed based on the feedback received throughout the public engagement process, which started in January 2018, including the recent input received from the public event and the survey in September. What is shown in the preliminary plans is dependent on available funding and final City approvals.

Project Update - September 2018

Thank you to everyone who attended the drop-in session on September 15, 2018 and shared their feedback either in person or through the survey. The options presented at this event were informed by the Urban Design Analysis Report (15 MB).

Project Update and What We Heard Report (Phase II)

In April 2018, the City invited people to attend one of two identical workshops and participate in an online or hard copy survey. The What We Heard report shares the results of Phase II of the City’s public engagement efforts held in April.

Participants were asked to share ideas to refine a project vision and set of important elements to guide the City’s work in the neighbourhood. They were also asked to share advice about the neighbourhood. 54 people participated in the public engagement activities.

Further to the public engagement, the project team visited Central McDougall numerous times in May and June to examine the neighbourhood and the areas that were identified for potential improvements.

Building Great Neighbourhoods held 2 Vision and Priorities Public Workshops to confirm the project vision and important elements that will set the direction for the Central McDougall neighbourhood renewal.

This was an opportunity to help us understand how you move, connect and enjoy the neighbourhood.
