The application proposes to amend the Trumpeter Neighbourhood Structure Plan (NSP).

The proposed NSP amendment deletes the Row Housing land use designation in the identified amendment area and replaces it with the Street-Oriented Residential land use designation. The Street Oriented Residential land use designation is intended to support the development of a mix of housing types (not just row housing) that have pedestrian-oriented streetscapes.

The application proposed to rezone various portions of the property from: 

The rezoning will allow for a variety of low and medium-density residential uses in the form of single-detached housing, semi-detached housing and row housing, a north-south greenway (public utility lot) and minor adjustments to the configuration of three small parks.

The approved rezoning is associated with approved amendments to the Big Lake Area Structure Plan and Trumpeter Neighbourhood Structure Plan. These amendments were approved as Bylaws 19139 and 19140 at the February 4, 2020, Council Public Hearing.

Trumpeter Neighbourhood Structure Plan Amendment

A planning application (map) has been received to amend the Trumpeter Neighbourhood Structure Plan (NSP).

The applicant proposes to:

  • Reconfigure land uses in the western portion of the neighbourhood
  • Shift the southern greenway towards the east while maintaining the connecting pathway
  • Replace two areas of street oriented residential housing (a variety of housing types with rear driveway access) in the east portion of the NSP with Row Housing Zone (RF5).

In conjunction with this application, the approved Trumpeter Neighbourhood Structure Plan statistics and development concept map contains errors from previous amendments that will also be corrected.

The application proposes to amend the current Direct Development Control Provision (DC1). The proposed amended Direct Development Control Provision (DC1) would allow for development of zero lot line single-detached homes on narrow lots.

In zero lot line developments, one side setback, the distance that a development must be set back from a side lot line, is reduced to 0 metres, and each building is developed on its own lot.
