9204 Winterburn Road NW

A planning application (map) has been received for a rezoning, plan amendment and text amendment of a parcel of land at 9204 Winterburn Road NW.

The rezoning proposes to rezone the land from Agricultural Zone (AG) to the following zones:

The rezoning portion of the application proposes the development of a designated school site, and a mix of residential development including single, semi-detached, row, stacked row, and low-rise and medium-rise apartment housing.

The application for the amendment to the Secord Neighbourhood Structure Plan (NSP) proposes to revise the map and text within the plan to allow for the:

  • Relocation of a stormwater pond to the northeast portion of the parcel
  • Redesignation of the area identified as Town Centre Medium Density Residential to allow the separation of commercial and medium and high-density density residential uses
  • Revision of the boundaries of medium and low density residential areas

The application also has an associated amendment to the Lewis Farms Area Structure Plan to accommodate the land reconfigurations.

9615 231 Street NW

This planning application (map) is to rezone a 1.7 ha lot to allow for medium rise apartments. The current zoning is Low Rise Apartment Zone (RA7). The proposed zoning is Medium Rise Apartment Zone (RA8).

If approved by Council, key changes to the zoning regulations would be:

Maximum number of units allowed per hectare:
Existing RA7 Zone: 125
Proposed RA8 Zone: 224

Maximum number of units allowed on the site (considering overall gross site area):
Existing RA7 Zone: 213
Proposed RA8 Zone: 381

Maximum height allowed (metres):
Existing RA7 Zone: 16 metres or approximately 4 storeys
Proposed RA8 Zone: 23 metres or approximately 6 storeys

There are site and building design guidelines in the Zoning Bylaw that apply to development proposals on RA8 Zoned sites adjacent to land zoned for low density residential uses (including RMD and RF5), which address land use compatibility. 

Associated Amendment Application

There is also an associated amendment to the Secord Neighbourhood Structure Plan. The amendment is needed to facilitate the rezoning. 

The amendment changes the land use statistics and land use concept map to reflect the change in zoning. No changes are proposed to the objectives of the plan. The application conforms with the Lewis Farms Area Structure Plan that designates the site for residential uses.

North of 99 Ave NW and south of Stony Plain Rd, East of 224 St NW and West of 221 St NW

This approved planning application (map) is to rezone the subject site to allow for a broader range of low-density residential uses, including single-detached, semi-detached and a limited amount of row housing uses. 

The previous zoning was Semi-detached Residential Zone (RF4) and Residential Small Lot Zone (RSL). The approved zoning is Residential Mixed Dwelling Zone (RMD)

The application conforms with the Secord Neighbourhood Structure Plan, which designates the area for Low Density Residential uses. Secord is a neighbourhood within the larger Lewis Farms Area Structure Plan.
