The application has two parts: a rezoning and a plan amendment to the Rosenthal Neighbourhood Structure Plan.

The  rezoning (map) proposes to rezone the properties from the Agricultural Zone (AG) and Low-Rise Apartment Zone (RA7) to the Public Utility Zone (PU), Row Housing Zone (RF5), Residential Mixed Dwelling Zone (RMD), and Urban Services Zone (US).

The proposed zoning would allow the development of multi-unit housing in the form of row housing (RF5); single detached housing, semi-detached housing, and row housing with variation in lot sizes (RMD); education uses and public parks (US); and essential utility services in the form of utility corridors and/or stormwater management facilities (PU).

The  proposed amendment (map) to the Rosenthal Neighbourhood Structure Plan would mainly adjust the amount and location of different residential densities in the neighbourhood by increasing the amount of low and high-density residential land while reducing the amount of medium-density residential land. The overall planned neighbourhood residential density would remain the same.

The application proposes to rezone the site from the Agricultural Zone (AG) to the Low-Rise Apartment Zone (RA7).

The RA7 Zone will allow the development of multi-unit housing such as apartment or row housing, up to a maximum height of 16 metres (4 storeys). Other residential uses include lodging and supportive housing. This zone also allows limited opportunities for ground-level commercial uses.

The proposal conforms to the Rosenthal Neighbourhood Structure Plan which designates the site for medium-density residential development.
