The application proposes to rezone the properties from the Mobile Home Zone (RMH), Agricultural Zone (AG) and the Metropolitan Recreation Zone (A) to the Residential Low-Density Zone (RLD), Public Utility Zone (PU), Public Parks Zone (AP) and Metropolitan Recreation Zone (A).

The application conforms to the approved Marquis Neighbourhood Structure Plan, which designates it for low-density residential uses, park and open space uses, and a public utility lot.
