A planning application (map) has been received for portions of a property at 19610 Meridian Street NW.
The application consists of three components. The first is an amendment to the Horse Hill Area Structure Plan (ASP) and the second component, an amendment to the Marquis Neighbourhood Structure Plan (NSP) to redistribute the stormwater management facilities (SWMFs) in the Marquis Town Centre and Business Employment area. 

The third component is a proposed rezoning (map) from General Business Zone (CB2) and Public Utility Zone (PU) to Public Utility Zone (PU) and General Business Zone (CB2) to accommodate the redistributed/reconfigured SWMFs. Currently, there are three (3) SWMFs in this portion of Marquis. The application seeks to redistribute the SWMFs into six (6) smaller ones.

The ASP and NSP land use and population statistics must also be amended, as the balance of the affected lands are to be redesignated to medium/high rise residential and commercial/business employment. The application will also align the ASP and NSP maps and statistics with the approved Meridian Street concept plan.

The application proposes to rezone a portion of the property from Public Utility Zone (PU) to Residential Mixed Dwelling Zone (RMD)

The purpose of the proposed rezoning from PU to RMD is to allow for a range of dwelling types and densities including single-detached housing, semi-detached housing and limited row housing.

The proposed rezoning reflects a separate application (under LDA20-0056/Bylaw 19606) to amend the Marquis Neighbourhood Structure Plan (NSP) by redistributing stormwater management facilities (SWMFs) and other land uses. The approved SWMF immediately north of the proposed rezoning area is proposed to be reduced in size, and adjacent land designated for low-density residential uses.

Area west of Fort Road NW, south of the railway right-of-way, and east and west of Meridian Street NW

A planning application (map) has been received for a proposal to amend the Marquis Neighbourhood Structure Plan (NSP) for the area south of the railway right-of-way, and east and west of Meridian Street NW, in the south portion of the Marquis neighbourhood.

The purpose of the proposed NSP amendment focuses on two areas:

1. Amendment area east and west of Meridian Street:

  • Reduce the size of a stormwater management facility (SWMF) located west of Meridian Street NW
  • Remove the stormwater management facility (east of Meridian Street) and replacing the land with Single/Semi-detached Residential uses and a park site
  • Realign the collector roadway and adjust nearby land uses
  • Redistribute a school/park site (north of the collector roadway) into 3 smaller pocket parks

2. Amendment area east of the Natural Area:

  • Increase the size of the SWMF, thereby reducing the area of Single/Semi-detached Residential uses
  • Realign the collector roadway in conjunction with these proposed land-use changes.

Overall, these proposed changes will:

  • Decrease the Natural Area use by 0.4 ha
  • Decrease SWMF uses by 2 ha
  • Increase in Single/Semi-detached Residential uses by 6.2 ha
  • Increase Low-rise/Multi/Medium Rise uses by 0.4 ha
  • Decrease Row Housing uses by 0.3 ha
