Public engagement activities for the proposed rezoning and plan amendment at the E. L. Smith Water Treatment Plant for a solar farm.

Public engagement activities, history and reports helping to guide the rezoning proposal in the Cameron Heights neighbourhood.

Public Hearing Update

Bylaw 18889 and Charter Bylaw 18890 went to Public Hearing on October 6, 2020 and were carried over as a continuation to October 13, 2020 and October 19, 2020.

Both bylaws were approved by City Council on October 19, 2020.

Previous Council Decisions

At the June 17, 2019 Public Hearing City Council referred Bylaw 18889 and Charter Bylaw 18890 back to administration and EPCOR with the following motion:

  • 1. Work with EPCOR Water and Enoch First Nation to continue engagement activities and return to a future Public Hearing. Engagement activities should include:
    • a. Sharing archaeological report and traditional knowledge to further interpret the findings and site history in consultation with Alberta Culture, Multiculturalism and Status of Women
    • b. Potential partnerships and collaborate on site interpretation, vegetation and harvesting, project naming and potential economic opportunities
    • c. Offer to collaborate on the design and shared use of publicly accessible open space
  • 2. Work and reporting necessary to allow Council to fully consider whether the location within the River Valley should be deemed essential by Council.

Further engagement activities between EPCOR Water and Enoch Cree Nation and further environmental analysis of the site have taken place.

Public Information Session

Citizens were invited to an information session April 23, 2019 at Good Shepherd Elementary School about a proposed rezoning and associated plan amendment for properties adjacent to the  E.L. Smith Water Treatment Plant site, 16910 35 Avenue NW, 16850 and 16880 Anthony Henday Drive NW,  in the River Valley Cameron Heights neighbourhood. 

The information session provided an opportunity to learn more about the proposal and how comments from the public were used to help shape the proposed rezoning and associated plan amendment.

About the Proposal

The application proposed to rezone the site from Metropolitan Recreation and Zone (A) to Direct Development Control Provision (DC1) to allow for the development of a solar farm. An associated amendment to the North Saskatchewan River Valley Area Redevelopment Plan (ARP) was required to support the proposed rezoning.

Public Open House

February 13, 2018

Thank you to everyone who attended the open house at the Good Shepherd Elementary School Gymnasium. Citizens were given an opportunity to learn more about the proposal and provide feedback to the City and the applicant.

Public Engagement History

Proposal Notification

Notification of the proposal was sent out by the City on July 6, 2017 to property owners within 100 metres of the site, as well as the Cameron Heights Community League and the West Edmonton Communities Council Area Council.

Applicant Open House

July 19, 2017

The applicant held an open house on July 19, 2017. The applicant sent out the invitation to attend their open house on June 24, 2017.
