The application proposes to rezone the property from the Public Utility Zone (PU) to the Medium-Rise Apartment Zone (RA8). The proposed rezoning would allow for medium-rise multi-unit housing development up to a maximum of 23 metres in height (approximately 6 storeys) with the potential for ground-floor commercial uses.

If approved, the site would be consolidated with the adjacent RA8 site to the east.

An  associated amendment to the Desrochers Neighbourhood Area Structure Plan (NASP) is proposed concurrently to re-designate the site from public utility lot to high-density residential land use.

The application proposes to rezone the properties from the Agricultural Zone (AG) and the
Residential Mixed Dwelling Zone (RMD) to the Residential Low-Density Zone (RLD), Residential Mixed Dwelling Zone (RLD), and Public Utility Zone (PU).

The proposed RLD and RMD Zones will allow for a variety of low-density housing and the PU Zone will allow for a Stormwater Management Facility (SWMF).

The proposal conforms with the Desrochers Neighbourhood Area Structure Plan (NASP) and the Heritage Valley Town Centre Neighbourhood Area Structure Plan (NASP) which designate the sites for low-density residential development and a Stormwater Management Facility.
