This application has two components: a rezoning, and a plan amendment to the Crystallina Nera East Neighbourhood Structure Plan (NSP)

The application proposes to rezone portions of the property from Public Parks Zone (AP), Direct Development Control Provision (DC1), Semi-detached Residential Zone (RF4), Planned Lot Residential Zone (RPL), and Residential Small Lot Zone (RSL) to Public Parks Zone (AP), Residential Small Lot Zone (RSL) and Residential Low-Density Zone (RLD).

The proposed rezoning reflects the reconfiguration of the park site and provides a residential zone that allows for a variety of housing forms through the proposed RLD Zone.

The Crystallina Nera East NSP is being amended to reflect the proposed reconfiguration of 182 Avenue NW and the school park site as proposed under a new subdivision plan. The west portion of the rezoning area is located within the Crystallina Nera West NSP and complies with the plan, which designates the area for low-density residential.

The current zones are: Agricultural Zone (AG), Residential Small Lot Zone (RSL), Planned Lot Residential Zone (RPL), Semi-detached Residential Zone (RF4) and Low-Rise Apartment Zone (RA7)

The proposed zones are: Public Parks Zone (AP), Residential Low-Density Zone (RLD), Row Housing Zone (RF5), Low-Rise Apartment Zone (RA7), and Neighbourhood Convenience Commercial Zone (CNC)

The proposed zones will allow for the development of low-density housing, low-rise multi-unit housing, and park and commercial uses. The proposed rezoning may include the following uses in the form of:

  • A public park (AP)
  • Single-detached housing, garden suites, and secondary suites (RLD)
  • Row housing (RF5)
  • Multi-unit housing, up to 16 metres in height (4 storeys) with limited ground floor commercial uses (RA7)
  • Convenience retail stores, personal shops, professional, financial and office support services (CNC)

The proposed rezoning conforms with the Crystallina Nera East Neighbourhood Structure Plan.
