A planning application (map) has been received for a site located along 112 Avenue NW, between 78 Street NW and 79 Street NW. 

The specific addresses are: 11220, 11224, 11226 and 11232 78 Street NW and 11219, 11227, 11231 and 11233 79 Street NW

At the May 4, 2021 Public Hearing (items 3.20 and 3.21), Council directed that the rezoning application be referred back to City administration to conduct additional engagement with the community and return to the August 31, 2021, City Council Public Hearing.

Rezoning Details

This application proposes to rezone the properties from Neighbourhood Convenience Commercial Zone (CNC), Low-Rise Apartment Zone (RA7), and Single Detached Residential Zone (RF1) to Medium-Rise Apartment Zone (RA8) to allow for a 23-metre high (approximately 6 storey) residential building with limited commercial opportunities at ground level. The applicant’s stated intent is to develop a seniors housing complex.

The types of commercial space that would be permitted include, but are not limited to, neighbourhood convenience retail stores and specialty food services.  If commercial uses are pursued, the following restrictions would apply:

  • Commercial uses shall not be located above the ground floor
  • The total floor area of each commercial premises shall not exceed 275 square metres not fronting an arterial road; and
  • Commercial uses shall not be permitted in any freestanding structure separate from a structure containing residential uses. Their principal entrance shall be a separate, outside entrance.

Because the proposed RA8 zoning is considered a ‘standard zone’, the applicant is not required to provide detailed building drawings at this stage in the planning process. If the rezoning is approved by City Council, the next step will be for the applicant to submit a Development Permit application. At this time, the applicant will be required to submit detailed building drawings to the City for review.

The applicant can also apply for variances to the approved zoning regulations at the development permit stage. If a variance is pursued at that stage, notices will be mailed out to surrounding property owners and there is an opportunity to launch an appeal.
