Approved rezoning and plan amendment in Clifton Place area west of 125 Street NW and south of 102 Avenue NW in the Westmount neighbourhood.

City Council approved a planning application at the public hearing on July 10, 2017, for land at 10123, 10127, 10135, 10131, 10136, 10137, 10142, 10143, 10145, 10148, 10149, 10152, 10153, and 10156 Clifton Place NW.

The application proposed a plan amendment and rezoning, allowing for an 85 metre (approximately up to 28 storey) high-rise residential tower with a 24 metre (approximately six storey) lower base structure.

The site is located west of 125 Street NW and south of 102 Avenue NW. The City and the applicant held separate open houses to explain the proposal to nearby residents and property owners. Details on the open houses are on the public engagement page.

Application Details

The application had two parts: Plan Amendment and Rezoning.

Plan Amendment

An implementation plan is a living document that guides the development of a neighbourhood.

The Groat Estates Implementation Plan (10.78 MB) designates this site as the previously approved DC2.804 zoning.

An amendment to the existing Groat Estates Implementation Plan was required to change policy and replace the existing map to allow this application’s rezoning.

Rezoning

The approved rezoning allows for a high-rise residential tower with a lower podium.

The existing DC2 Provision contained five sub-areas allowing the development of residential uses, commercial uses, and amenity space.

Two of the sub-areas were removed from the existing provision and allowed for new development regulations under a separate DC2 Provision.

The approved provision provides the opportunity for a mix of residential and commercial uses plus amenity space.

The existing DC2 provision retained three sub-areas which facilitate residential uses. Their development regulations remain unchanged.
