A planning application (map) has been made to rezone property at 6120 129 Avenue NW from Commercial Office Zone (CO) to Public Utility Zone (PU).

The proposed rezoning is to allow the existing Belvedere Transit Centre to be upgraded and modernized.

The existing zoning, Commercial Office Zone (CO), is a non-conforming zone with the existing Belvedere Transit Centre. This rezoning will bring the zoning into conformance with the existing use on the site. 

When City administration completes its review of the proposed rezoning, a recommendation will be made to City Council.

The proposed rezoning will be heard at a City Council Public Hearing. The public will be notified of the Public Hearing date and time at least 21 days in advance.

This application proposes to rezone two properties, 12804 and 12812 Fort Road NW, currently within an existing Direct Development Control Provision (DC1) to General Business Zone (CB2). The proposed CB2 zone allows for commercial development such as health services and restaurants, and includes child care services as a discretionary use.

The proposed rezoning conforms with the Belvedere Station Area Redevelopment Plan (ARP) and the Fort Road Old Town Master Plan, which support commercial development with opportunities for residential development. 

The Belvedere ARP identifies Fort Road as a Pedestrian Priority Zone and supports commercial revitalization and the development of an urban village. The Main Streets Overlay provides additional development regulations to address the pedestrian system.

The application also proposes to  amend the boundaries of the DC1 Provision, which covers the other listed addresses, to reflect the rezoning.

403 Belvedere Gate NW and 407 Belvedere Gate NW

A planning application (map) has been received for properties at 403 Belvedere Gate NW and  407 Belvedere Gate NW.

The application proposes to rezone the properties from Direct Development Control Provision (DC1) to Medium-Rise Apartment Zone (RA8) and High-Rise Apartment Zone (RA9).

The current DC1 zoning allows multi-unit housing up to a maximum height of 52 metres (16 storeys) and limited commercial opportunities at the ground level. The proposed rezoning would allow for multi-unit housing up to a maximum height of 60 metres (18 storeys) and limited commercial opportunities at the ground level, such as Child Care Services, Convenience Retail Stores and Specialty Food Services.

The applicant's intent is to maintain the 2 existing five-storey, mixed-use residential buildings along Fort Road and to allow more development flexibility for a future high-rise, mixed-use residential building to the south. 

The proposed rezoning conforms to the approved Belvedere Station Area Redevelopment Plan and Fort Road Old Town Master Plan, which designate the subject area for mixed-use commercial and medium to high-density residential development.

Station Pointe (580, 560 and 504 Belvedere Way NW and 404 Belvedere Gate NW)

A planning application (map) has been approved for the City-owned Station Pointe lands at 580, 560 and 504 Belvedere Way NW and 404 Belvedere Gate NW.

The City proposed to rezone a significant portion of the Station Pointe site from direct control (DC1) to the standard zones of low-rise apartment housing (RA7) and Medium-rise Apartment Zone (RA8). The goal of this change is to allow more options for development at Station Pointe. This change would mean a move towards lower density townhomes and low and medium rise apartments rather than the original high rise residential envisioned for the site.

Public Engagement Session

Edmontonians were invited to a drop-in engagement session on January 29, 2020 to learn more about the proposed rezoning.

The session provided an opportunity to learn more about the proposed rezoning and share feedback with the City. Feedback will be summarized in a report to City Council when the proposed rezoning goes to a future Public Hearing for a decision.

Station Pointe Market Study

13151 Fort Road NW

Proposed Rezoning
A planning application (map) has been made for a property at 13151 Fort Road NW.

The application proposes to rezone the property from Site Specific Development Control Provision (DC2)  to a revised Site Specific Development Control Provision (DC2). 

The rezoning involves adding the Automotive and Minor Recreation Vehicle Sales/Rental use class as well as increasing the height from 10 metres to 14.5 metres. In addition, there will be administrative updates to the DC2 zone. 

No other changes have been proposed.

Emmanuel Home Seniors' Facility (13425 57 Street NW)

A planning application (map) has been approved to develop apartment housing, up to four storeys in height, on land located north of 137 Avenue NW and east of 123A Street NW. 

The approved application rezones the property from Urban Services Zone (US), to Low Rise Apartment Zone (RA7).

Rezoning allows for the seniors’ home and care facility to expand by adding a wing on the east portion of the site. The previous Urban Services Zone had not allowed for these uses.

There is no neighbourhood or area plan in place for Belvedere.
