The application proposes to rezone the properties from Agricultural Zone (AG) to Metropolitan Recreation Zone (A)Direct Development Control Provision (DC1) and Public Utility Zone (PU).

The proposed DC1 Zone will allow for single detached, semi-detached and duplex housing as part of a multi-unit development project with: 

  • Taller heights (maximum 12.0 m) and more site coverage (maximum 60%) than other standard low density residential zones
  • A reduction in the minimum separation distance between dwellings on the same site from 2.4 m to 1.5 m

The purpose of the Metropolitan Recreation Zone is to preserve natural areas and will be applied to a future environmental reserve. The purpose of the Public Utility Zone is to provide for facilities to serve the public and will be applied to an existing stormwater pond.

The proposal conforms with the Aster Neighbourhood Structure Plan. The City is looking for your feedback on this proposal.

planning application (map) has been received for portions of properties at 1111 23 Avenue NW and 1141 Aster Boulevard NW.

The application proposes to rezone portions of the properties from the Agricultural Zone (AG) to the Residential Low-Density Zone (RLD), from the Agricultural Zone (AG) to the Public Parks Zone (AP), from the Agricultural Zone (AG) to the Natural Areas Protection Zone (NA) and from the Agricultural Zone (AG) to a Site-Specific Development Control Provision (DC2).

The purpose of the  proposed Site Specific Development Control Provision (DC2) is to allow for shallow width multi-unit housing (row housing) with additional density compared to the comparable Row Housing Zone (RF5). The rezoning to the Residential Low-Density Zone will allow for the development of a variety of low-density housing forms.

The rezoning to Public Parks Zone (AP) will allow for the development of a park. The rezoning to Natural Areas Protection Zone (NA) will allow for the preservation of wetland areas. 

The application conforms to the Aster Neighbourhood Structure Plan, which designates the area for the following uses: row housing, low-density residential housing, Crown-claimed wetlands, natural area, and park uses.

The proposal conforms with the Meadows Area Structure Plan and the Aster Neighbourhood Structure Plan, which designate the site for residential and low-density residential development respectively.
