Rezoning and plan amendment for a site at 9503 157 Avenue NW in the Eaux Claires neighbourhood.

A planning application has been received to rezone land at 9503 157 Avenue NW to accommodate a high-density residential development and hotel. An associated application has also been made to amend the Eaux Claires Neighbourhood Structure Plan (NSP) to reflect the proposed rezoning.

About the Proposal

The application proposes to rezone the site from Agricultural Zone (AG) to Site Specific Development Control Provision (DC2) to accommodate a high-density residential development and hotel. 

Amendments to the Eaux Claires Neighbourhood Structure Plan would also be required to reflect the proposed rezoning.

Application Details

The proposed DC2 Provision would allow for a range of developments in 4 sub areas (map):

  • Area A – 5 storey (18 metre) apartment building. While not required by the zoning, the applicant's intent is to develop this building as a seniors assisted living centre.
  • Area B – 14 storey (45 metre) apartment building.
  • Area C – 14 storey (45 metre) apartment building which transitions into 3 storey row housing on the eastern portion of the site.
  • Area D – 12 storey (40 metre) hotel.

The development would have a maximum of 532 dwelling units with underground parking on site. Access to the development will be from 157 Avenue NW on the north side and 95 Street NW on the south side.

Plan Amendment

An associated application has been made to amend the Eaux Claires Neighbourhood Structure Plan (NSP) to reflect the proposed rezoning. The Eaux Claires NSP currently designates the site for row housing, semi-detached housing and single detached housing. The proposed amendment would designate the site for high-density residential/mixed use.
