Public events and online opportunities will allow residents, communities, businesses and industry representatives to obtain information about the project and share feedback.

Public Engagement Session October 17

Citizens were invited to a drop-in engagement session on Wednesday October 17, at La Cité Francophone, to learn about revisions to the proposed rezoning of the Bonnie Doon Mall shopping centre located at the northwest corner of 82 Avenue and 83 Street.

Approximately 225 people attended the session, which was an opportunity to learn more about what’s changed since the initial proposal in May 2018 and to provide feedback to the City and applicant.

Feedback received will be used to inform discussions with the applicant about potential revisions to the proposed rezoning. Feedback will be summarized in a report to City Council when the proposed rezoning goes to Public Hearing for a decision.

Formal Application Stage

May 16, 2018

Residents were invited to attend Planning and Environment Services's first formal public engagement on this proposed development and rezoning. Planning and Environment Services presented the application information as submitted by B&A Planning Group on behalf of Morguard Investments Limited.

Planning and Environment Services is still in the process of reviewing the application and the accompanying technical reports; no determination has been made yet as to suitability or feasibility of what is proposed. Approximately 260 people attended this event.

Notice of this engagement event was mailed:

  • To all property owners within approximately 400 m of the shopping mall site
  • To all addresses within the neighbourhoods of Bonnie Doon, Strathearn, Holyrood, Idylwylde and King Edward Park

This rezoning application is following a new process and approach to rezoning, including more extensive initial public engagement, and an iterative development of the application. This began with the site Vision and Principles as presented at the applicant's open house on January 30, 2018.

Pre-Application Stage

The City requires all applicants seeking direct control rezonings to undertake consultation before submitting a formal rezoning application for processing.

January 30, 2018

Citizens were invited to a pre-application consultation hosted by the applicant at La Cité Francophone about a proposal to rezone the Bonnie Doon Shopping Centre.

Approximately 150 people attended this event, where B&A Planning Group and Morguard Investments Limited collected public feedback on the high level Principles and Vision for the site.

This feedback will be summarized and submitted as a report to Planning and Environment Services as part of the full rezoning application package from the applicant.

About the Proposal

The City has received an application to rezone the Bonnie Doon Shopping Centre site and 8420 85 Street NW.

The proposed rezoning will accommodate the redevelopment of the shopping mall site into a high-density, mixed-use, transit-oriented development.
