Alignment with Provincial Requirements
On January 17, 2022, the City implemented the new Business Licence Bylaw (Bylaw 20002), which identifies Scrap Metal Dealer and Recycler as a municipal business licence category to align with provincial requirements. Any business that is found to be accepting catalytic convertors illicitly can be submitted for a business licence review, and the City will determine if it is in the public interest to have the City review and potentially cancel the business licence.
The bylaw will be used to provide support to other jurisdictions, such as police and the province, through the licence review process, to help address the problem of catalytic converter and scrap metal theft and resale. Ultimately, the purchase and sale of scrap metal, including catalytic converters, is regulated by the provincial government under the Scrap Metal Dealer and Recycler Registration Act. The Act requires seller identification, transaction recording using a provincial database, goods holding requirements, and traceable currency requirements.
The provincial Scrap Metal Dealer and Recycler Registration Act and the accompanying regulation supersedes the City of Edmonton’s Business Licence Bylaw and contains stronger regulations than are enforceable through municipal business licensing.
