The Leisure Access Program allows eligible low-income Edmontonians to access participating City of Edmonton recreation facilities and attractions. All applicants will also automatically be considered for the Ride Transit Program.
Our programs are now offered in 1, 2 and 5-year terms, depending on the documentation submitted with your application.
Program Types
The Leisure Access Program has 2 program options: the Annual Program and the Monthly Pass program.
Annual Program
Offered in 1, 2 and 5-year terms, the term length of the Leisure Access Annual Program is determined by the qualifying documentation supplied with your application. Initial membership cards are free, and there is a $5 fee charged to replace lost cards.
The program includes:
- Unlimited, free admission to participating facilities
- 75% discount for adults/seniors for registered programs - 3 per year (1 round of golf is considered 1 registered program. Tee times must be booked in advance.)
- 75% discount for each child for registered programs (4 per year)
- Access to the drop-in Child Minding (children must have an active Leisure Access Program membership)
- Access to 1 bucket of golf balls per day at Victoria Driving Range (golf club rentals not included)
- One Free Youth in Action course registration per approved youth
- Access to drop-in Shinny and Member Skate
Note: Access to rental discounts and the Terwillegar Club Membership (and its amenities) are not included in the annual program.
1 round of golf is considered 1 registered program. Tee times must be booked in advance.
No discounts are available on trainer programs such as:
- Fitness Consultations
- Fitness Appraisals
- Private Swimming Lessons
- Personal or Small Group Training
Discounts can be applied to regular instructor-led registered programs.
Monthly Pass Program
The Monthly Pass option provides eligible low-income residents with flexibility and access to City of Edmonton recreation facilities. This pass offers a cost-effective alternative to annual admission.
The Monthly Pass Program includes:
- Discounted monthly admission to participating facilities:
- Individual: $20 per month
- Family: $70 per month
- Access to the drop-in Child Minding service (children must have an active Leisure Access Program membership)
- Access to drop-in Shinny and Member Skate
- Access to drop-in Aquasize, Strollersize, spin classes and more
Note: Registered program discounts, such as registered courses and camps, rounds of golf and the 1 bucket per day at Victoria Driving Range are not included in the monthly pass.
Program Qualification/Eligibility
The Leisure Access Program is consistently reviewed and updated to ensure it is as accessible as possible and to proudly provide its services to all eligible low income Edmontonians. If you’ve applied in the past and haven’t qualified, we recommend reviewing the information qualifications again as you may qualify now.
You may qualify if you are an Edmonton resident and meet the qualifications as outlined.
One of the following must apply:
- Recipient of Government of Alberta Income Support or Foundational Learning Assistance
- New Permanent Resident who arrived in Canada within the past year and are declaring their household is low income but cannot yet file Canadian taxes (or has not previously been in Canada on a Work/ Study permit)
- Refugee and your Protection Claimant document was issued within the past year and you are declaring their household is low income but can not yet file Canadian taxes
- Receive the Canada Pension Plan (CPP) - Disability Benefit (if you receive CPP but do not receive the Disability Benefit, you must apply under another qualifier)
- Child Under Government Care (eligible to receive the Leisure Access Program until they are 18 years old without reapplying)
- 2025 combined household income is equal to or below these listed amounts (income threshold numbers are subject to change and are based on Statistics Canada’s low-income cut-off numbers):

*Household Definition
For the purposes of assessment, a household is defined as up to 2 total adult spouses/partners and their legal dependents aged 17 and younger (dependents who are over the age of 17 will need to submit a separate application form with eligibility documents in their own name). Anyone living within the same home as your family who does not fall under these parameters will not count towards your eligible household members and must apply independently/with their own household.
Calculating Household Income
To calculate total household income, add the total incomes (Line 15000) of you and your partner/spouse’s (if applicable) 2025 Notice of Assessments (NOA). You are eligible if your total household income is equal to or less than the amounts listed in the above tables for your number of eligible household members.
2025 combined household income is equal to or below these listed amounts.

Who Does Not Qualify?
- Those who live outside of the City of Edmonton
- Those who have a household income higher than the range shown above for the LAP Monthly Pass
- Full-time students at Norquest, the University of Alberta, NAIT or MacEwan University without children
- Those who hold a temporary residence visa/permit in Canada (Visitors Visa, Work Permit, Study Permit) and are not able to submit a Notice of Assessment or a Permanent Resident/Refugee document
Any appeals to declined applications must be received within 90 days of the date stated on the decline letter.

Due to high demand at the Edmonton Service Centre, please consider booking an appointment.The average wait time for walk-ins could be longer than expected. We will do our best to ensure we can support customers within regular business hours. However we may not be able to serve everyone due to wait times.

Guardian/Caregiver/Trustee Requirement
- If you are a guardian, caregiver or trustee and are assisting an applicant who is unable to sign the application form to confer their consent, you may sign on their behalf but are then required to complete theLAP Release of Information and Responsibility.
- All applicants who are Children Under Government Care must have a guardian, caregiver or trustee complete the ROI form and submit it with their Delegation of Powers and Duties document.

We process applications in the order we receive them and timelines fluctuate according to incoming application volumes.
At this stage, you are not officially approved for the Leisure Access and Ride Transit programs. You will be notified by the City once you are officially approved for the programs.

- Delegation of Powers and Duties to a Child Caregiver document
- Childcare subsidy letter with parents' and children's names listed
