Family and Community Support Services (FCSS) is a joint municipal/provincial partnership that funds preventive social service programs that enhance the well-being of individuals, families and communities.

Programs receiving FCSS funding must be registered non-profit organizations that have been incorporated for a minimum of 1 year.

The provincial Family and Community Services Act sets out the basic eligibility for program funding detailed in the FCSS Handbook.

The City, with the assistance of the Citizen Services Advisory Board (CSAB), identifies priorities for FCSS funding annually on the basis of current social planning and demographic information.

FCSS does not fund programs that:

  • Provide primarily for the recreation needs or leisure pursuits of individuals
  • Offer direct financial assistance, including money, food, clothing or shelter to an individual, or family
  • Are primarily rehabilitative
  • Duplicate services ordinarily provided by a government or government agency
