Construction Grant

Provides funds and support for eligible organizations to undertake later stages of design, implementation and construction of a facility.

Deadline for grant applications is Wednesday March 25, 2020. Available funding in 2020 is limited.

Funding

The Construction Grant will fund work from the design phase (including schematic design) up to the end of the build phase at up to 33% of eligible costs. Land purchases made during the eligible time frame may also be funded at up to 33% of the purchase price.

If an applicant applies for funding for a later phase of their project after receiving a planning grant, funding for construction work is not guaranteed. The application will be evaluated along with other requests that year and the City of Edmonton will base its funding recommendation on the information submitted at that time. It's recommended the Final Project Report for the earlier funded phase be submitted before decisions are made on funding for the later phase.

If an application is submitted for the entire project (strategy phase work through to the end of build phase work), it's considered a Construction Grant application and eligible funding is at up to 33%.

Project Authorization

Verification of board support.

Confirmation the project aligns with the applicant and the City of Edmonton’s strategic goals and objectives.

Verification that the proposed facility is an acceptable use for the zoning.

Confirmation of landowner permission– documentation of property ownership by the applicant, AND, if not owned by applicant, confirmation from owner the project is acceptable within the terms of the lease/license agreement and the applicant has permission to undertake the project.

Project Costs

The project must be estimated to cost at least $200,000

A single project can be awarded funding for up to 3 years

Eligible costs include design and construction costs and capital equipment required to operate the facility

The value of land purchased or provided by the City of Edmonton for new construction projects where land does not presently exist for the project would generally be considered part of the City’s contribution (This does not include facilities with a lease or license from the City)

Land purchased by the applicant prior to the eligible time frame will generally not be considered an eligible cost

FF&E Items

To be an eligible cost for a construction grant, a Furniture, Fixtures and Equipment item must be:

Part of the construction budget (shown on the architect’s drawings and installed by the contractor)

Fixed to the building to be eligible

An exception is commercial kitchen equipment which is typically included because the building must be designed to have the services to support the specific equipment chose. Thus, only built-in furniture is included. Items brought to the building by the owner or leasee when they move in are not included as eligible costs so appliances such as washers, dryers, dishwashers, residential stoves, etc. are excluded.

Organizational Documents

First Time Applicants Only

Constitutional documents (must be date stamped by Alberta Corporate Registries) including:
- Application for incorporation
- Articles of incorporation
- Memorandum of association
- Articles of association and bylaws

All Applicants

Any amendments to the Constitutional Documents not already submitted to the Grants Office (must be date stamped by Alberta Corporate Registries)
Most recent Proof of Filing of annual return OR Annual Return date stamped by Alberta Corporate Registries as having been filed
Required Documents Verification — Grant (signed off by applicant)

If your organization hasn't set up Electronic Funds Transfer (EFT) with the City of Edmonton or EFT information requires updating, please also complete the Electronic Funds Transfer (EFT) Form and send to the email address at the bottom of the form.

Project Budget Spreadsheet indicating the percentage of recoverable GST for each line item
Quotes or estimates to support all the amounts listed on the Project Budget spreadsheet–if estimate includes both concept/pre-design costs and post concept/design costs, the vendor (for example, architect) must break out the costs for concept/pre-design phase work, and post concept/design work
Signed off Business Case (cost estimate as part of business case)

Project on City Land — The following documents will be considered as part of the evaluation of your project but will be provided by City staff:

- Concept document from Community Led Construction Projects Guide
- Signed off Strategy Phase Readiness Criteria & Handover Package
- Signed off Concept Phase Readiness Criteria & Handover Package
Project on private land
- Copy of Land Title verifying ownership by applicant or other non-City landlord
- Proof that the proposed facility is an acceptable use for zoning
- Equivalent information to that provided in Strategy Phase Readiness Criteria & Handover Package signed off by a signing officer

Approvals to Undertake Project

Organization minutes (to confirm project has approval of the board)
Copy of your organization’s strategic goals and objectives to verify that the project is in alignment with the community group and City of Edmonton’s strategic goals and objectives
Confirmation the project aligns with strategic goals and objectives of applicant and how they align with those of the City of Edmonton

Project on City Land

The following documents will be considered as part of the evaluation of your project but will be provided by City staff:

City of Edmonton approval (obtained through your City liaison)
City of Edmonton confirmation that the project is acceptable within the terms of the lease/license agreement - signed off lease/license agreement to be submitted as soon as received if not available at time of application.

Project on Private Land

Copy of Land Title verifying ownership
If property not owned by applicant, letter from landlord confirming permission to undertake project or excerpt from lease/license confirming permission to undertake project
If property not owned by applicant - confirmation applicant has permission to undertake project such as a letter from Landlord/Owner with sufficient information to indicate permission given for the work being proposed for support from City of Edmonton through this grant program OR an excerpt from lease/license confirming applicant is allowed to undertake project
Something equivalent to the Strategy Phase Readiness Criteria and Handover Package from the CGLCPG (adjusted as required)
Something equivalent to the Concept Phase Readiness Criteria and Handover Package from the CGLCPG (adjusted as required

Financial Records

Annual audited (or reviewed) financial statements for most recent fiscal year with prior year’s information included for comparison OR signed copy of previous year’s financial statements and minimally must include the following two statements:
- Statement of Financial Position (Balance Sheet)
- Statement of Operations (Statement of Revenue and Expenses, Income Statement)
Bank or other Investment statements supporting the balances reflected on the Annual Statement of Financial Position–only required if annual statements not prepared by third party Chartered Professional Accountant (CPA) or if internally reviewed/audited
Bank reconciliation including outstanding cheques at the same period ending as the Annual Statement of Financial Position–only required if annual statements not prepared by third party CPA or if internally review/audited
Year to date financial statements
- Statement of Financial Position (Balance Sheet)–no older than end of February (current year)
- Statement of Operations (Statement of Revenue and Expenses, Income Statement)–no older than end of February (current year)
