‘Missing Middle’ housing welcomes new people into older communities and provides housing options for people at every stage of life and income level.

'Missing Middle' refers to multi-unit housing that falls between single detached homes and tall apartment buildings.
It includes:

  • Row housing
  • Courtyard housing
  • Tiny Home communities
  • Stacked Row housing/Walk-up apartments
  • Low-rise (4-storey) apartments
  • Mid-rise (6-storey) apartments
  • Triplexes/fourplexes

These have largely been absent from Canadian cities, including Edmonton.

What the City is Doing

The City Plan, which will be completed in 2020, will set a goal of creating welcoming communities to grow our city to 2 million. Housing choices and how we can integrate more housing in the ‘missing middle' range will help us reach this goal.

'Missing Middle' Zoning Bylaw Review

On August 26, 2019, City Council approved changes to the Zoning Bylaw that will introduce more flexibility to 5 different zones in order to allow for more diverse multi-unit housing options to be built in neighbourhoods across the city. This guide provides a summary and additional details about the approved changes.

Visit 'Missing Middle' Zoning Review Project to learn how these changes were developed.

'Missing Middle' Infill Competition

In 2019, the City of Edmonton hosted a design competition that invited teams to create a multi-unit housing project that was well-designed, economically feasible, and considered the neighbourhood context.

The City received 30 creative entries that showcased the variety of 'missing middle' housing that could be built on a site. The winning team has acquired the right to purchase 5 parcels of City-owned land at the northeast corner of 112 Avenue and 106 Street in the Spruce Avenue neighbourhood and build their winning design, subject to rezoning approval.
