This application is for a rezoning that proposed an updated Site-Specific Development Control Provision (DC2) provision that revises the currently approved Site-Specific Development Control Provision DC2.956. The intent remains to develop a large site multi-unit housing development on the previous Charles Camsell Hospital Site, but with this proposal, the new DC2 Provision redistributes the heights and density thresholds for Areas A and C and updates clauses for Area E.

The summary of changes is as follows:

  • Area A: Proposed maximum height is 39.0m (current maximum height is 15.0 m); and a proposed Density of 224 Dwellings/Hectare (Currently 104 Dwellings/Hectare)
  • Area B: No proposed changes
  • Area C: Proposed maximum height is 18.0m - 19.0m (current maximum height ranges between 15.0m - 34.0m); and a proposed Density of 116 Dwellings/Hectare (currently 156 Dwellings/Hectare)
  • Area D: No proposed changes
  • Area E: Provision changes to allow for zero lot line housing

The application conforms with the West Ingle Area Redevelopment Plan.

A planning application (map) has been received for neighbouring properties at 11113, 11117 and 11121 123 Street NW.

The application proposes to rezone the sites from Small Scale Infill Development Zone (RF3) to Site-Specific Development Control Provision (DC2).

The proposed Site-Specific Development Control Provision (DC2) zoning would allow development of a 4-storey apartment building with ground-oriented dwellings.
The proposal includes: 

  • Maximum of 49 dwellings
  • Maximum height of 16.5 m
  • Family oriented dwellings
  • Rooftop terrace

There is an associated application to amend the map in the West Ingle Area Redevelopment Plan (ARP), which outlines the existing zoning.

Proposed Rezoning and Plan Amendment
This application was refused at the Council Public Hearing on June 9, 2020.
A revised planning application (map) has been received for a property at 11315 128 Street NW.
This application has been revised since it was first received. The application now proposes to rezone the site from the Urban Services Zone (US) to the Row Housing Zone (RF5) to allow for the development of row housing.

An amendment is still required to the West Ingle Area Redevelopment Plan, which does not allow for development of this intensity at this location.
