A planning application has been received to rezone the northeast corner of 100 Avenue NW and 104 Street NW. This proposal includes 10019 and 10027 104 Street NW and 10318A 100 Avenue NW.

The proposed rezoning is from Commercial Mixed Use Zone (CMU) to a Site Specific Development Control Provision (DC2).

10620 99 Avenue NW

A planning application (map) has been received for rezoning of a property at 10620 99 Avenue NW.

This application proposes to amend the existing Site Specific Development Control Provision DC2.906, approved in 2015, to add 5 residential units (for a maximum of 240) and adjust parking requirements accordingly.

The proposed Site Specific Development Control Provision (DC2) does not alter the existing DC2 Appendix elevations/site plan.

Language has also been added regarding the community contribution, which allows for amounts which are excess to that required for adjacent streetscaping to be directed to the improvement of Dick Mather Park at McKay Avenue School.

Edmonton Tower (10111 104 Avenue NW)

A planning application (map) has been made for a plan amendment and rezoning at 10111 104 Avenue NW, the Edmonton Tower. The application was submitted by Stantec Consulting Ltd., on behalf of ICE District Properties JV.

This application includes two components:

Plan Amendment

The proposed amendment to the Capital City Downtown Area Redevelopment Plan (ARP, 16MB) would expand the Arena and Entertainment District; the area including the Downtown Arena and land south of 104 Avenue, to include the Edmonton Tower site.


The proposed rezoning would change the zone for this site from Core Commercial Arts (CCA) Zone to Arena and Entertainment District (AED) Zone. As the site is already developed with the Edmonton Tower, the rezoning, if approved, may permit large-format digital signage and advertising.

The applicant's stated intent is to "facilitate the development of an overall signage and lighting scheme for ICE District."

Downtown Zoning Text Amendment

A planning application (map) has been received for a zoning text amendment for an area generally bounded by 105 Avenue NW to the north, 103 Avenue NW to the south, 101 Street NW and 102 Street NW to the east, and 104 Street NW to the west.
This application proposes to allow new alcohol sales operations to operate within the Arena and Entertainment District (AED) Zone, even if another alcohol sales is located within 500 metres of the proposed store.

Currently, new alcohol sales in the downtown core must be at least 500 metres away from existing stores.

Quarters Downtown Rezoning and Plan Amendment

This approved planning application (map) is for an amendment to the Quarters Downtown Area Redevelopment Plan to add breweries, wineries and distilleries as an allowable use.

Approved Amendment

A rezoning application has been approved to add breweries, wineries and distilleries as a use to multiple Direct Development Control Provisions (DC1) in The Quarters. This is a new use for inclusion in the Zoning Bylaw approved by City Council.

Previous Draft Use Definition

The previous draft definition of this use was:

Breweries, Wineries and Distilleries​ means the manufacturing of beer, wine, spirits or other alcoholic beverages. This use may include the sale of alcoholic beverages to the public for consumption within the premises and the retail sales of alcoholic beverages manufactured within the premises for consumption off-site. Accessory activities may include the preparation and sale of food, and storage, packaging, bottling, canning and shipping of products manufactured within the premises. This use may have a private non-sale hospitality area where products manufactured within the premises are provided to private groups for tasting and sampling.

The rationale for adding this use to the existing DC1 provisions was to create additional opportunities for microbreweries, distilleries and wineries in Edmonton’s commercial and industrial zones.

Completed Steps

This application was reviewed by City administration to determine the proposal’s compatibility with the surrounding neighbourhood. Following the review, a recommendation was made to City Council.

The proposal and recommendation was heard at a City Council Public Hearing. The public were notified of the Public Hearing date and time at least 21 days in advance.

Quarters Downtown Rezoning (Quarters Hotel and Residence, West of 96 St NW and South of Jasper Ave)

A planning application has been approved to develop a mixed-use (commercial and residential) tower up to 280 m (approximately 80 storeys) in height with landscaped terraces. The proposal involved changes to a number of planning related bylaws, including a rezoning of the affected site.
