First Place Building Sites

In 2006, the City received 20 surplus school sites from local school boards. All 20 sites in 19 neighbourhoods were approved for the First Place Program.

Building Housing Choices

Sites selected for mixed affordable and market housing development from the 20 surplus school sites the City received in 2009.

Belmont

The Belmont school park site consists of 10.27 ha of planned open space and a 1.41 ha vacant school building site. The 1.41 ha vacant school building site at 13207-37 Street was approved by City Council for housing development under the Building Housing Choices program.

The site will be developed as a mix of market and non-market medium density housing, ranging from townhouses to low-rise apartment buildings. The specific type of housing has not been finalized and will be determined in consultation with the community. At this time, it is not known when the community engagement process will begin. Residents will be informed in advance of all upcoming engagement opportunities.

The 10.27 ha of open space will be retained by the City and will continue to serve sports, recreation and community league uses.

Dunluce

Dunluce has two surplus school sites between Dunluce Road and 162 Avenue.

One site (shown below in blue) was approved by City Council for First Place housing in 2006. The other site (shown below in yellow) will be developed as medium density housing, ranging from townhouses to low-rise apartment buildings under the City's Building Housing Choices program.

Henderson Estates

Site Activity

From April 9 to 13, 2021, the City will be conducting soil tests to confirm that the building sites are suitable for development. As a result, spray paint or utility marker flags may be placed in the open space where drilling will take place. The site will return to its original state following the completion of the soil testing.

Background

The Henderson Estates school park site consists of 3.9 ha of planned open space and a 1.2 ha vacant school building site. The 1.2 ha vacant school building site at 3408 Riverbend Road was declared surplus by local school boards in 2009 and approved for affordable housing development under the Building Housing Choices initiative (policy C583) by City Council in 2015.

On February 1, 2021, Executive Committee (item 6.9) passed a motion directing Administration to evaluate a building location at the east side of Henderson Estates Park, adjacent to Riverbend Road, as an alternative to the existing surplus school site. A report on the findings is expected in fall 2021.

The site will be developed as a mix of market and non-market medium density housing. The community will be informed in advance of any development plans and public engagement opportunities.

The 3.9 ha of open space will be retained by the City and will continue to serve sports, recreation and community league uses. The Edmonton Public Library is no longer considering this site for a new library.

Keheewin

To help meet current and future housing needs, the 1.46 ha vacant school site at 2010 105 Street in Keheewin (north of Keheewin elementary school) will be home to a future housing development under the Building Housing Choices initiative (Policy C583).

The City has selected Capital Region Housing (CRH), an experienced non-profit housing provider, to develop the Keheewin housing project. CRH will undertake public engagement with local residents, as well as develop, manage and maintain the new homes proposed for the Keheewin surplus school site.

Kiniski Gardens South

The 1.2 hectare vacant school site at 3804-38 Street in Kiniski Gardens was declared surplus by local school boards in 2009, and subsequently approved by City Council in 2015 for development into a mix of market and affordable medium-density housing under the Building Housing Choices initiative (policy C583).

In September 2016, City Administration presented a report to Executive Committee (item 6.6) proposing that the site be sold to the Headway School Society of Alberta for the purposes of building a private school. A report requesting that the Kiniski Gardens South site be removed from Policy C583 was subsequently approved by Council on September 20, 2016 (item 6.5).

On October 8, 2019 (item 9.7), City Council directed City Administration to take all steps to finalize the sale of the Kiniski Gardens South site. On December 8, 2020, City Council approved a proposal to rezone the site from (AGU) Urban Reserve Zone to (US) Urban Services Zone and (AP) Public Park Zone (item 3.14) and removal of the municipal reserve (item 3.12). On January 18, 2021 (item 6.2), Executive Committee recommended that Council approve the sale of the land to Headway School Society of Alberta.

La Perle West

Site Activity

On June 29 and 30, 2021, the City will be conducting geotechnical drilling work to confirm the building site is suitable for development. The site will be returned to its original condition after the drilling work is completed.

Background

The La Perle school park site consists of 8.75 ha of planned open space and a 1.13 ha vacant school building site. The 1.13 ha vacant school building site at 18715-97A Avenue was declared surplus by local school boards in 2009 and approved by City Council in 2015 for housing development under the Building Housing Choices initiative (policy C583).

The site will be developed as a mix of market and non-market medium density housing. The community will be informed in advance of any development plans and public engagement opportunities.

The 8.75 ha of open space will be retained by the City and will continue to serve sports, recreation and community league uses

Lymburn

The Lymburn school park site consists of 8.84 ha of planned open space and a 1.4 ha vacant school building site. The 1.4 ha vacant school building site at 7204-184 Street was declared surplus by local school boards in 2009 and approved by City Council in 2015 for housing development under the Building Housing Choices initiative (policy C583).

The 8.84 ha of open space will be retained by the City and will continue to serve sports, recreation and community league uses

Ogilvie Ridge

A 0.8 ha vacant school site at 915 Ogilvie Boulevard in Ogilvie Ridge was declared surplus by local school boards in 2009 and approved for a mixed-market affordable housing development by City Council in 2015. The development will have up to 100 units offered at both market and below-market rates.

The remaining 3.63 ha of planned open space surrounding the housing development will be retained by the City and continue to serve sport, recreation and community uses as identified in the original Neighbourhood Structure Plan.

A developer/operator is expected to be selected in early 2022.

Summerlea

Site Activity

Background

The Summerlea school park site consists of 5.18 ha of planned open space and a 1.0 ha vacant school building site. The 1.0 ha vacant school building site at 17503-93 Avenue was declared surplus by local school boards in 2009 and approved by City Council in 2015 for housing development under the Building Housing Choices initiative (policy C583).

The site will be developed as a mix of market and non-market medium density housing. The community will be informed in advance of any development plans and public engagement opportunities

The 5.18 ha of open space will be retained by the City and will continue to serve sports, recreation, and community league uses.

Seniors’ Housing Building Sites

Sites selected for seniors' housing from the 20 surplus school sites the City received in 2009.

Blue Quill

Blue Quill has two surplus school sites on 112 Street, between Saddleback Road and 25 Avenue (Site Map). One site (shown in blue) was approved by City Council for the First Place program in 2006. The other site (shown in yellow) has been approved for affordable seniors housing. Community engagement and construction have not yet been scheduled.

Caernarvon North

Caernarvon North has two surplus school sites (Site Map). One site was approved by City Council for the First Place program in 2006. The other site, at 14903 121 Street, has been approved for affordable seniors housing. Community engagement and construction have not yet been scheduled.

Kiniski Gardens North

The Kiniski Gardens North site at 4304-41 Avenue has been approved by City Council for seniors' housing. Community engagement and construction have not as yet been scheduled.

Miller

The Miller site at 14903-50 Street has been approved by City Council for seniors' housing. Community engagement and construction have not as yet been scheduled.

Overlanders

The Overlanders site at 12770 Victoria Trail has been approved by City Council for seniors' housing. Community engagement and construction have not as yet been scheduled.

Sakaw

In 2009, the 1.27 ha vacant school building site at 5803 Mill Woods Road South in Sakaw was declared surplus by local school boards and subsequently approved by City Council in 2012 for development into seniors’ housing. The City has selected Greater Edmonton Foundation (GEF) Seniors Housing, an experienced seniors' housing provider, to develop and operate housing on this site.

The new seniors’ housing complex will only be developed on the 1.27 ha portion of the overall site that was previously set aside for a school building. The remaining 8.23 ha of planned open space surrounding the housing development will be retained by the City and continue to serve sports, recreation and community uses as identified in the original Neighbourhood Structure Plan.

Wedgewood Heights

A school site in Wedgewood Heights has been declared surplus by school authorities.

The City-owned site on Wedgewood Boulevard has been approved for seniors’ housing.

Surplus Sites — Retained for Civic Uses

Sites retained for civic use from the 20 surplus school sites the City received in 2009.

Aldergrove

The Aldergrove site at 8615-182 Street has been retained for municipal purposes, specifically stormwater management.

Ermineskin

The Ermineskin site at 10620-25 Avenue was removed from consideration for new residential uses in 2013 as a result of a previous City Council commitment.

La Perle East

The La Perle East site at 18503-97A Avenue has been retained for municipal purposes.

Surplus Sites — Retained for Francophone

Consistent with the Joint Use Agreement that guides City and local School Board planning and collaboration, the Francophone School Board has claimed these surplus school building sites received in 2015 for future school construction.

Elsinore

The Elsinore school park site consists of 8.21 ha of planned school building, open space and a 1.56 ha vacant school building site. The 1.56 ha vacant school building site at 176 Avenue and 104 Street was declared surplus by local school boards in 2015.

The 8.21 ha of open space will be retained by the City and will continue to serve existing school, sports, recreation and community league uses.

Matt Berry

The Matt Berry school park site consists of 9.04 ha of planned school building sites and open space. In 2015 the Edmonton Public school board declared the 1.24 ha surplus school building site at 59A Street and 162 Avenue surplus to their needs.

The 6.35 ha of open space will be retained by the City and will continue to serve sports, recreation and community league uses.

Surplus Sites — Use to be Determined

The City is still determining the uses for these out of the 6 surplus sites which were received in 2012 and in 2015.

The City is reviewing the sites to determine if they will be retained for civic use or another alternative use in line with Council direction. If an alternative use is recommended, the City will engage with the community league and neighbourhood residents to develop recommendations for alternative uses before it is presented to City Council for approval.

Klarvatten

The Klarvatten school park site consists of 5.13 ha of planned open space and a 1.55 ha vacant school building site. The 1.55 ha vacant school building site at Klarvatten Road and 88 Street was declared surplus by local school boards in 2015.

The 5.13 ha of open space will be retained by the City and will continue to serve sports, recreation and community league uses.

Oleskiw

The Oleskiw school park site consists of 7.04 ha of planned open space and a 1.46 ha vacant school building site. The 1.46 ha vacant school building site at Wanyandi Road was declared surplus by local school boards in 2015.

The 7.04 ha of open space will be retained by the City and will continue to serve sports, recreation and community league uses.

City Administration is continuing its review of the Oleskiw surplus school site. The information gathered through the initial round of public engagement will inform additional work to be completed that will assist in determining appropriate future use of the site.

Ozerna

The Ozerna school park site consists of 3.77 ha of planned open space and a 1.22 ha vacant school building site. The 1.22 ha vacant school building site at Ozerna Road and 158 Avenue was declared surplus by local school boards in 2015.

The 3.77 ha of open space will be retained by the City and will continue to serve sports, recreation and community league uses.

Surplus Sites - To Be Developed

It has been determined that the following surplus school sites will be
developed.

Evansdale

The Evansdale school park site consists of 9.20 ha of planned school building, open space and a 1.23 ha vacant school building site.

The 1.23 ha vacant school building site at 150 Avenue and 87 Street was declared surplus by local school boards in 2012 and acquired by the City.

Since acquiring the property, the City has determined it is surplus to municipal needs. The site was relocated within the park to create a more functional park and development site. The property has been listed for sale through a competitive public offering process. The purchaser will determine the future use of the site and apply for a rezoning.

The 9.20 ha of open space will be retained by the City and will continue to serve existing school, sports, recreation and community league uses.
