The River Valley Planning Modernization (RVPM) project is renewing our strategic planning for the River Valley and the processes and tools for evaluating and regulating development that is proposed within the River Valley and Ravine System.

Phase 4 Engagement

Thank you to everyone who participated in Phase 4 RVPM engagement - whether through the online survey and interactive map, in a workshop, or at a pop-up event. Nearly 2,300 community participants shared their thoughts on the Ribbon of Green Strategic Plan and North Saskatchewan River Valley Area Redevelopment Plan (River Valley ARP) during Phase 4 engagement. We're very grateful for all of the input we received, which is helping us to finalize the Ribbon of Green and River Valley ARP.

For a summary of what we asked, how we engaged and what we heard, please see the Phase 4 What We Heard Report.

Project Update to Urban Planning Committee - September 17

On September 17, the RVPM project team provided an update to City Council's Urban Planning Committee (UPC) on Phases 3 and 4 of the project. We shared:

  • An overview of the work completed during Phases 3 and 4
  • What we have heard from Indigenous Nations and Communities, the public, and stakeholder organizations about the draft plans, and how that input has guided our work
  • Our next steps, including finalizing the plans and preparing for implementation

Next Steps

In the coming months, we will work to finalize the plans based on the feedback we received through engagement, internal conversations, and from City Council. We will share the updated plans on the RVPM website and through the project newsletter, together with resources that highlight the changes made. We anticipate returning to City Council in December with the final plans.

In the months ahead and through 2025, we will also be drafting additional guidance to support the implementation of the updated plans and refining our future work plan, including associated budget requests, so that we can put the strategic direction of the Ribbon of Green into action.

River Valley Area Redevelopment Plan Backgrounder

*The draft River Valley Area Redevelopment Plan and draft land use concept map are provided for the purposes of collecting initial comment and feedback. They are subject to change following further internal and external review. The draft plan and draft land use concept map have not been reviewed and approved by City Council.

Edmonton’s City Plan, approved by City Council in 2020, describes the North Saskatchewan River Valley and Ravine System as “the most important feature of our city.” It is a vital ecological corridor, a valued recreation destination, a place of incredible cultural significance and a draw for visitors throughout the region.

The question at the heart of the project is this: How will we ensure that the River Valley, the backbone of our open space network, remains vibrant and ecologically resilient as the city grows?
