Neighbourhood Renewal began in Bellevue and Virginia Park in 2018 and was completed in 2019.

About the Program

Bellevue and Virginia Park were chosen for reconstruction in spring 2018. Virginia Park construction was completed the same year with landscaping elements completed in 2019. Bellevue was completed in 2019 apart from some outstanding sod work that was completed in 2020.

Neighbourhood reconstruction is a type of neighbourhood renewal that involves road reconstruction and repaving, as well as replacement of street lights and reconstruction of sidewalks, curb and gutter. Alley renewal is not part of neighbourhood reconstruction.


Project History

Project Update - August 2020

The sodding program resumed in Bellevue north of 112 Avenue the week of April 27, 2020. It is 95% complete. The only areas that still need sod are those that have other construction occurring. Once that is complete, sod work will be finished. The project is scheduled to be completed on time and on budget in fall 2020.

Project Update - Spring 2020

While the majority of neighbourhood renewal work was completed in Bellevue, there were some areas that still required sod that we were not able to finish before temperatures dropped in fall 2019. 

The sodding program will resume in Bellevue north of 112 Avenue the week of April 27, 2020. The landscaping contractor will begin topping up of topsoil in the boulevards and back of walks until mature sod is available for harvest and then sodding will resume.

Construction Update - May 2019

Construction is now underway in Bellevue. Work has been done on several sidewalks as well as curb and gutters. 

New Sidewalks:

  • East side of 71 Street between 113-114 Avenue
  • West side of 70 Street between 112-115 Avenue
  • North side of 114 Avenue between 71-68 Street
  • North side of 113 Avenue between 70-71 Street

New Sidewalk Formwork:

  • 113 Avenue between 68-70 Street
  • 69 Street between 112-113 Avenue

Old Curb and Gutters Removed:

  • East side or 71 Street between 113-115 Avenue
  • North side of 113 Avenue between 70-71 Street
Construction Update - Spring 2019

As part of the 2019 Neighbourhood Renewal Program, construction is now underway in the Bellevue Neighbourhood. The construction includes removal and replacement of street lighting, public sidewalk, curb and gutter, as well as reconstruction and paving of the road.

The April Bulletin contains important project and contact information for residents and property owners, as well as a map of Bellevue which identifies the scope of work planned for 2019. The Prime Contractor working for the City will deliver bulletins outlining the estimated start/finish dates of each portion of the project, along with their contact information.

The City thanks residents and property owners for their patience as we make these improvements.

Project Update - January 2019

The construction of the Bellevue neighbourhood is to be completed in 2018/2019 except for the 3 blocks of Ada Boulevard in Bellevue. 67 Street to the bridge over Wayne Gretzky Drive will be constructed along with the Highlands section of Ada Boulevard in 2021.

This will minimize impacts on civic events and residents by coordinating design and construction along Ada Boulevard.

Betty Stanhope-Cole Park Renewal Concept

The concept design for Betty Stanhope-Cole Park was shared at the Highlands Preliminary Design Public Event on Monday November 19, 2018. Residents of Bellevue were also invited to attend this event to view the park concept.

Renewing Ada Boulevard - Reporting Back

The construction of Ada Boulevard will be completed with the upcoming neighbourhood renewal work in Virginia Park (2018), Bellevue (2018 – 2019) and Highlands (2019 – 2021).

As a follow-up to the workshop at the Highlands Golf Course on January 22, 2018 and the online survey that was accessible between February 7 – 19, 2018, the City has compiled, analyzed and integrated your input in the Renewing Ada Boulevard - Reporting Back report. Your feedback helped to refine the design option for Virginia Park and will shape the process and future design for Bellevue and Highlands.

Pre-construction Meeting - February 2018

On Wednesday February 7, City representatives hosted an open house to provide detailed information regarding the final design including pedestrian and cycling improvements, what to expect during construction and the local improvement process for the Bellevue/Virginia Park neighbourhood reconstruction project.

Community Conversation - January 2018

On January 22, the City hosted a community conversation to discuss the future renewal initiative for Ada Boulevard. The importance of this initial conversation was to understand how Edmontonians enjoy and make use of the boulevard. Future discussions are expected and will build upon what was learned.

Meeting Two - February 2017

On February 7, 2017 City representatives presented detailed information regarding the preliminary design, construction timelines, and the local improvement process, options and related costs for the Bellevue/Virginia Park neighbourhoods renewal project.

Meeting One - September 2016

On September 20, 2016, the Building Great Neighbourhoods team met with the Bellevue/Virginia Park Community League Executive to share the City’s plans to renew and replace sanitary and storm sewers, reconstruct roads, curbs and sidewalks on City-owned property, and replace street lights, starting in 2018.
