The Alley Renewal program outlines a cost effective, long-term strategic approach to renew and rebuild alleys. The program, approved in December 2018, aims to improve the conditions of alleys across the City over 25 years.
Alley renewal involves alley reconstruction and repaving, improvements to surface drainage where possible, and upgrading of existing alley lighting to LED fixtures. It also includes the opportunity for a Local Improvement to add alley lighting if property owners are interested.
The approved Alley Renewal strategy will require approximately $22.3 million annually over 25 years. This program will be funded by an increase to the Neighbourhood Renewal Tax Levy. This levy includes a City-wide contribution and not just a contribution from property owners with back alleys.
While your alley is closed for construction, waste cart collection will occur from your front street or avenue. When your alley is closed, residents are asked to temporarily relocate carts and recycle bags to the front of property for pick-up on collection days. Carts and recycle bags should be placed in a visible location along the curb or back of the sidewalk, at which point collection workers will maneuver carts so they can be emptied. It is recommended that residents identify their home address in the space provided on the carts to ensure your assigned carts are returned to your home after collection.
Separate from the Alley Renewal program, the Alley Reconstruction Local Improvement process will remain an option for residents who wish to accelerate the renewal of their alley. Alleys will continue to be reconstructed in the event of an emergency (water main or gas-line repair) by the City’s utility partners.
The City will continue to maintain alleys with grading and pothole repair. Specific alley concerns can be addressed by contacting 311.
