Proposed neighbourhood structure plan establishing a development framework for the Lewis Farms industrial area.

The City of Edmonton has approved a planning application proposing to adopt a new Neighbourhood Structure Plan in the Lewis Farms industrial area, also known as Normandeau Gardens. The application proposed to change the land use in the area from rural residential to business employment.

The application also proposed to amend the Lewis Farms Area Structure Plan (ASP) to reflect the new Neighbourhood Structure Plan.

Engagement Session

September 13, 2018

The public was invited to a drop-in engagement session at West Edmonton Christian Assembly to learn about a proposed Neighbourhood Structure Plan for the Lewis Farms Industrial (Normandeau Gardens) neighbourhood plan and rezoning of several properties within the plan area.

Feedback received will be summarized in a report to City Council for a final decision on the proposed neighbourhood plan and rezonings.

About the Proposal

The site is located south of Stony Plain Road and east of Winterburn Road (215 Street NW). The proposed plan will establish a framework for turning the existing rural residential development in the Lewis Farms Industrial area into a business industrial area with commercial and recreation uses.

Public Engagement

Public events and online opportunities will allow residents, communities, businesses, and industry representatives to provide input throughout the process.

Application Details

The proposed neighbourhood structure plan will provide detailed policies, objectives, and implementation strategies to guide future development, such as:

  • a list of the future permitted land uses, including commercial and business employment uses
  • the location of parks, recreation facilities and schools
  • the transportation network
  • the stormwater, sanitary and water servicing locations

An amendment to the Lewis Farms Area Structure Plan is also required to reflect the proposed Neighbourhood Structure Plan. This amendment includes updating the:

  • development concept from rural residential to business employment, commercial, and recreational land use designation
  • roadway network within Lewis Farms Industrial area to reflect the existing/proposed roadway locations
  • maps and figures to reflect the new Neighbourhood Structure Plan land uses
  • land use and population statistics

Identify expected traffic activity and traffic control required on the roads and parking impacts in the plan area.
