Public Hearings for planning applications are being held remotely, and opportunities are being provided to allow the public to submit their comments/concerns either in writing or by registering to speak remotely.

Proposed

11870 Winterburn Road NW

A planning application (map) has been received for a property at 11870 Winterburn Road NW.

The application proposes to rezone the property from Public Utility Zone (PU) and Residential Small Lot Zone (RSL) to Public Utility Zone (PU) and Residential Low-Density Zone (RLD)

The proposed rezoning would allow for the development of a stormwater management facility and a range of residential housing forms. Associated applications have been made to amend the Kinglet Gardens Neighbourhood Structure Plan (NSP) and Big Lake Area Structure Plan (ASP) to enable the rezoning.

11870 Winterburn Road NW, 12210 Winterburn Road NW, 12711 231 Street NW and 22304 122 Avenue NW

A planning application (map) has been received for properties at 11870 Winterburn Road NW, 12210  Winterburn Road NW, 12711 231 Street NW and 22304 122 Avenue NW. 
The application has two components: a rezoning and two plan amendments. 

Proposed Rezoning

The rezoning component proposes to rezone the properties from Agricultural Zone (AG), Semi-detached Residential Zone (RF4), Residential Mixed Dwelling Zone (RMD), Residential Small Lot Zone (RSL) and Rural Residential Zone (RR) to Residential Low-Density Zone (RLD) and Public Park Zone (AP)

The proposed rezoning is in keeping with the intent of the Kinglet Gardens Neighbourhood Structure Plan (NSP), which designates this area for residential land uses. The proposed RLD zone will allow for a variety of low-density housing including single-detached, semi-detached and duplex housing, while the AP zone will allow for park uses.

Proposed Plan Amendments

The first plan amendment proposes to amend the Big Lake Area Structure Plan (ASP) by:

  • Adding two new land use categories: Pocket Park (Non-Credit Municipal Reserve) and Natural Area (Non-Credit Municipal Reserve)
  • Redesignating Residential to Pocket Park (Non-Credit Municipal Reserve) land uses
  • Redesignating Natural Area (Municipal Reserve) to Natural Area (Non-Credit Municipal Reserve) land uses
  • Redesignating School / Park (Municipal Reserve) to Pocket Park (Non-Credit Municipal Reserve) land uses.  

The second plan amendment proposes to amend the Kinglet Gardens Neighbourhood Structure Plan (NSP) by:

  • Adding two new land use categories: Pocket Park (Non-Credit Municipal Reserve) and Natural Area (Non-Credit Municipal Reserve)
  • Redesignating Pocket Park to Low-Density Residential land uses
  • Redesignating Low Density Residential to Pocket Park (Non-Credit Municipal Reserve) land uses
  • Redesignating Existing Residential to Pocket Park (Non-Credit Municipal Reserve) land uses
  • Redesignating Natural Area - Tree Stand (Municipal Reserve) to Natural Area (Non-Credit Municipal Reserve) land uses  

The proposed amendments will allow for the development of the residential neighbourhood and pathway connections. Further to this, the pathway connections will allow for water, sanitary and stormwater infrastructure development.

The proposed plan amendments include revisions to maps, text and statistics while maintaining the plan’s current overall residential densities.

A planning application (map) has been approved for a portion of a property at 12510 Winterburn Rd NW. This application proposed to rezone portions of 12510 Winterburn Rd NW from Public Utility Zone (PU), Semi-detached Residential Zone (RF4), and Row Housing Zone (RF5) to Residential Mixed Use Zone (RMD) and Residential Low-Density Zone (RLD). An associated amendment to the Kinglet Gardens Neighbourhood Structure Plan was also proposed to accommodate the rezoning.

Portions of a property at 12510 Winterburn Road NW

A planning application (map) has been received for a property at 12510 Winterburn Road NW.

The application proposes to rezone the property from Row Housing Zone (RF5) and Semi-detached Residential Zone (RF4) to Residential Mixed Dwelling Zone (RMD). The original zoning allowed for row housing and semi-detached housing.

The proposed zoning allows for row housing, semi-detached housing and single-detached housing, with narrower side setbacks. The applicant is proposing to build a mix of row housing and single-detached housing, in accordance with the Kinglet Gardens Neighbourhood Structure Plan (NSP).

12510 Winterburn Road NW

A planning application has been received for a property at 12510 Winterburn Road NW.
The application proposes to rezone the property from Agricultural Zone (AG) to Public Parks Zone (AP) and Residential Small Lot Zone (RSL)

The purpose of this rezoning is to allow the preservation of natural areas, to dedicate land for a public park, and to accommodate the development of low-density residential lots.

Withdrawn Applications

Road closure for a portion of 124 Avenue NW east of 215 Street (Winterburn Garden)
Note: This road closure application has been withdrawn

A planning application (map) has been made to close a portion of the 124 Avenue NW road right-of way east of 215 Street (Winterburn Garden) in the Kinglet Garden neighbourhood.

The proposed road closure will facilitate the development of residential lots and a public utility lot. Access for landowners to the south will be provided through construction of Lark Crescent which connects to 124 Avenue NW.

The proposal conforms with the associated Kinglet Gardens Neighbourhood Structure Plan (NSP).
