Proposal to redevelop 8310 and 8311 on 93 Avenue NW.

The City has received an application to redevelop land located at 8310 and 8311 93 Avenue NW in the Holyrood neighbourhood.

Proposal Status

On November 27, 2017 City Council voted to refer the application back to Administration and the applicant for further study. This includes: mitigating traffic backing up into the community, reconsidering the height and shape of the buildings, addressing transition to the surrounding neighborhood, and referring the revised proposal to the Edmonton Design Committee for review.

The revised proposal in response to this motion is currently under review by the City and the details are also available below.

Public Engagement

A public engagement session was held on May 2, 2018 to share the revised proposal with the public. A "What We Heard Report" is currently being created and will be available by June 1, 2018.

In order for the development to proceed, a rezoning is required. The proposed zoning for the site is DC2 (Site Specific Development Control Provision); a zone that allows for a high degree of control over the development.

DC2 zones are used when a proposed development cannot be accommodated under any existing standard zone, or where special development regulations are required.

Holyrood Gardens DC2 Transportation Impact Assessment (TIA) - Currently under review. Will be available when accepted by the City.


The existing development for the Holyrood Gardens site is comprised of approximately 160, two-storey townhouse units. The site is adjacent to the planned Valley Line LRT Holyrood Stop, and is designated as a Neighbourhood Station in the City of Edmonton's Transit Oriented Development Guidelines. This means that higher density residential development with some neighbourhood commercial uses is desirable. The Holyrood Stop will be located at the intersection of 85 Street and 93 Avenue. The aerial image shows the site location, outlined in blue.

The mid-rise apartment site to the north, adjacent to the 85 Street and 95 Avenue intersection will not be redeveloped. 

The site is bound by 85 Street to the west, 90 Avenue to the south, a rear lane to the east, and a mid-rise apartment site to the north, adjacent to 95 Avenue.

Current Zoning

The site is presently zoned DC2 and permits a mixed-use development with a maximum of 460 units made up of four-storey apartments and townhomes.

The current zoning has been in place since it was approved in 1996, but development has not yet taken place. The current zoning regulations for these areas are:
