Public Hearings for planning applications are being held remotely, and opportunities are being provided to allow the public to submit their comments/concerns either in writing or by registering to speak remotely.

10958 89 Avenue NW

A planning application (map) has been received for a property at 10958 89 Avenue NW. 
The application proposes to rezone the property from Small-Scale Infill Development Zone (RF3) to Direct Development Control Provision (DC1)

The proposed rezoning would allow the designation of the Cecil Burgess Residence as a Municipal Historic Resource. The proposed DC1 Provision would also accommodate a new garden suite-style building with a small accessory commercial space at the rear of the site.

8715 110 Street NW

A planning application (map) has been received to rezone a property at 8715 110 Street NW. 
The application proposes to rezone the property from Small-Scale Infill Development Zone (RF3) to Urban Character Row Housing Zone (UCRH).
The proposed rezoning would allow for up to 3 units of multi-unit housing with a maximum height of 12 metres.

Edmontonians are invited to share their feedback on this proposed rezoning and plan amendment. The proposed rezoning would allow for the development of up to three units of multi-unit or row housing with a maximum height of 12 metres (2-3 storeys).

To help prevent the spread of COVID-19 and help keep Edmontonians and City staff safe, feedback is being accepted for this application through the City’s new online virtual engagement tool from December 7–21, 2020, in lieu of an in-person engagement session.

Input from Edmontonians will be used to inform conversations with the applicant about potential revisions to the proposal to address concerns or opportunities raised. Feedback will also be summarized in the report to City Council when the proposed rezoning goes to a future City Council Public Hearing for a decision.

8515 106A Street NW, 8521 106A Street NW, and 8523 106A Street NW

A planning application (map) has been received for properties at 8515 106A Street NW, 8521 106A Street NW, and 8523 106A Street NW.
The application proposes to rezone the properties from Low-Rise Apartment Zone (RA7) to Medium-Rise Apartment Zone (RA8).
 
The proposed zoning to the Medium-Rise Apartment Zone (RA8) would allow for the development of medium-rise Multi-Unit Housing up to 23 metres in height (approximately 6 storeys) with limited opportunities for commercial activities.

8630, 8632, 8634, 8638, 8642, 8650 108A Street NW and 8715 109 Street NW

A planning application has been submitted to rezone land within the Garneau neighbourhood along 108A Street NW, north of 86 Avenue NW and near the corner of 109 Street NW and Saskatchewan Drive NW. The specific street addresses are 8630, 8632, 8634, 8638, 8642, and 8650 108A Street NW, and 8715 109 Street NW.

The proposed rezoning is from a Site Specific Development Control Provision (DC2) and the Low-Rise Apartment Zone (RA7) to the Low-Intensity Business Zone (CB1) and a new Site-Specific Development Control Provision (DC2).

The proposed CB1 Zone would allow for the continued use of a one-storey commercial building at the corner of 109 Street NW and Saskatchewan Drive NW currently operating as a restaurant. 

The proposed DC2 Provision would allow for a Residential high-rise tower along 108A Street NW, north of 86 Avenue NW.

A revised planning application has been received to rezone the neighbouring properties at 11023, 11027, 11031, 11033, 11037, 11039, 11041, 11043, and 11045 86 Avenue NW.

The proposed rezoning is from the Medium Density Multiple Family Zone (RF6) to a Site Specific Development Control Provision (DC2).

The proposed DC2 Provision would allow for a mid-rise residential building.

Council Public Hearing Update

On November 3, 2020, City Council passed the following motion with regard to this application:

That Bylaw 19462 and Charter Bylaw 19463 be referred to Administration to facilitate additional community engagement regarding proposed built form changes to address:

  • Potential setbacks and stepbacks in the front, rear and side
  • Potential privacy screening to improve overlook conditions
  • Potential additional articulation and breaks in the long facade facing 86 Avenue NW
  • and to eliminate additional Area Redevelopment Plan amendments unrelated to the associated rezoning brought forward by Charter Bylaw 19463

Administration is working with the applicant to determine how they want to address this motion through revisions to the application and when something has been received, the City will carry out consultation on the proposed changes.

A planning application (map) has been received for properties at 10903, 10907, 10909, and 10911 79 Avenue NW. 

The application proposes to rezone the properties from Low-Rise Apartment Zone (RA7) and Medium Scale Residential Infill Overlay to Site Specific Development Control Provision (DC2).

The rezoning would enable construction of a 50-unit 4-storey apartment building with the opportunity for limited commercial development on the ground floor facing 109 Street. 

The draft DC2 proposal includes ground level units with individual access at ground level onto both 79 Avenue and 109 Street. The proposal includes underground parking and minimal surface parking for visitors.

Approved Garneau Planning Applications

11125 85 Avenue NW

A planning application (map) has been approved for a property at 11125 85 Avenue NW. 

The application proposed to rezone the property from High-Rise Apartment Zone (RA9) to Public Utility Zone (PU). The proposed Public Utility Zone (PU) is to allow for the expansion of the EPCOR Garneau Substation to improve reliability and meet the increased demand for power in the area.

An amendment to the Garneau Area Redevelopment Plan is required to amend maps to reflect the proposed rezoning, if approved.

10757 83 Avenue NW

Approved Rezoning and Plan Amendment
A planning application (map) has been approved for a property at 10757 83 Avenue NW.

The application proposed to rezone the property from Low Rise Apartment Zone (RA7) to Direct Development Control Provision (DC1)

The DC1 Provision accommodates the designation of the Douglas Manor Apartments as a Municipal Historic Resource while allowing an addition to the building. 
The proposed addition would be primarily to the south of the existing structure in the form of a 6-storey residential building with commercial uses facing 108 Street NW at ground level. With the addition, the zoning would allow a total of 59 residential dwellings on the site. No vehicular parking would be provided for the building.

An amendment to the Garneau Area Redevelopment Plan is also approved to allow for 6 storeys at this location instead of the currently directed 4 storeys.

Northeast corner of 86 Avenue and 112 Street NW.

A planning application has been received to rezone land located along 86 Avenue east of 112 Street NW.  This proposal includes 8603 112 Street NW and 11120, 11122, 11124 and 11132 86 Avenue NW.

The proposed rezoning would allow for the development of two residential towers with street-level commercial opportunities along 112 Street NW and townhouses along 86 Avenue NW.

The application also includes a proposed amendment to the Garneau Area Redevelopment Plan (ARP).

Edmontonians are invited to a drop-in engagement session for the proposed rezoning of a parcel of land north of 86 Avenue NW and east of 112 Street NW.
