The City requires all applicants seeking direct control rezonings to undertake consultation before submitting a formal rezoning application for processing. In 2016, Capital Region Housing Corporation worked with the City and the Lendrum Community League to pilot a unique pre-application engagement process for the redevelopment of the Lendrum Villa and Lendrum Manor affordable housing site.

The applicant sent out notices to all 626 landowners in the Lendrum Place neighbourhood, the Lendrum Place Community League, and the Edmonton Federation of Community Leagues asking for feedback on the the final concept introduced at the April 2017 phase 4 open house. This notification is part of the City’s required pre-application process for Direct Control zoning proposals.
The applicant, Capital Region Housing Corporation, received four responses to the notification:
- One regarding City rezoning procedures generally
- Two supporting the proposed rezoning
- One opposing the project

Phase 4 Open House
Capital Region Housing Corporation hosted an open house feedback session at Malmo Elementary School where they presented the final redevelopment concept option, which incorporated the public input received from the panel-led process.

Phase 3 Open House
Capital Region Housing Corporation hosted an open house at the Lendrum Mennonite Brethren Church where participants heard a presentation on the project to-date, and had the opportunity to review and provide feedback on three basic concept options. Participants were asked which one was preferred and that input was used to help shape and refine the proposal.

Phase 2 Open House
Capital Region Housing Corporation hosted an open house at the Lendrum Mennonite Brethren Church where participants had an opportunity to discuss the potential form (apartment, row housing, etc) of the proposed development, as well as provide feedback on additional features that could be incorporated as a benefit to all community residents.

Phase 1 Open House
Capital Region Housing Corporation hosted an open house at the Lendrum Mennonite Brethren Church where participants were introduced to the project, project team, and the Lendrum Community Consultation Panel Pilot.
Participants learned more about the proposed timing of the project, how the public consultation process would proceed in the coming months, where and when they would have opportunity to provide input into the project, and provided preliminary comments.
