The City of Edmonton Secondary Suites Grant Funding Program is designed to provide funding to assist property owners in constructing a new or upgrading an existing secondary suite.

The Cornerstone plan (2006-2016) provided funding to citizens, which assisted in creating and upgrading 553 secondary suites and over 3,300 safe and affordable homes for citizens. 

Eligibility

In order to be eligible for this program, applicants must comply with the following criteria. 

Applicants to the Secondary Suites Grant Funding Program must:

  • Show commitment to the purpose of the Program by demonstrating the ability to oversee construction and manage the suite over the 5 year term of the operating agreement with the City
  • Rent the secondary suite or garden suite to an eligible tenant earning within the Maximum Income Threshold by household size in the City of Edmonton
  • Be the owner-occupier of the primary residence
  • Have secured the property, as evidenced by holding title or having a valid offer to purchase, before applying for program funds
  • Provide confirmation of project financing
  • Provide receipts indicating that project costs beyond the grant funding amount have been paid prior to accessing grant funding
  • Abide by the requirements for a landlord under the Residential Tenancies Act

Any work carried out prior to receipt of written confirmation of funding approval is not eligible for program funding.

An applicant who is in property tax arrears is not eligible for program funding.

Funding

The City offers grant funding, which can cover up to half the cost of upgrading an existing secondary suite or developing a new suite to a maximum of $20,000. In exchange for the grant funding, homeowners must enter into an agreement to rent the suite out at a below market rate for five years.

Note: Funding will be committed based on the figures submitted. Cost over-runs will not be covered by the City of Edmonton.

  • Qualified labour for construction to meet minimum health and safety code requirements for secondary suites
  • Development and construction permits

Note: Completed application form must be signed and dated by all parties on title.

The City will evaluate completed grant applications and the following required documentation: 

  • Two itemized estimates of the total construction cost of the proposed suite
  • Copy of a valid Development Permit and Building Permit
  • Copy of an approved floor plan of the proposed suite 
  • Copy of land title or valid offer to purchase to confirm ownership of the property
  • Copy of a current property tax notice/assessment
  • Confirmation of project financing

Step 1

Submit a completed application package with all the required documentation to Housing and Homelessness.

Approved applicants will receive approval in writing. The approval package will contain the approval letter and four draft operating agreements. Approval of an application will be revoked if the work is not completed within 12 months of the date of the approval letter.

Program approved funds will be paid to the applicant after all work is completed and inspected, and receipt of all required final inspection reports, which confirm compliance with appropriate governing codes and legislation.

Step 2

Submit copies of paid receipts/invoices and return the 4 copies of the operating agreement (with original signatures of all parties on title) to Housing and Homelessness.

All grant funding cheques will be made payable to the applicant once all requirements have been met.

A completion package will be sent to the homeowner, which will contain a completion letter, occupancy permit sticker, Schedule A and a signed and sealed operating agreement.

Post-Construction Obligations

  • The City retains the right to access the property and monitor the project and ensure compliance with all terms and conditions of the operating agreement over its 5 year term
  • Homeowners must submit a completed Schedule “A” Tenant Information at the outset of the 5 year operating agreement, and annually throughout the duration of the agreement to confirm the grant funded suite is rented to an eligible tenant
  • The City may inspect a program funded property on an annual basis
  • The homeowner(s) and tenant(s) must provide a City inspector access within one week of a request being made to enter the premises for up to 5 years after the receipt of program funding
  • A homeowner who breaches the terms of the signed operating agreement will result in full repayment of the entire grant amount
