Carrie has long been interested in helping to build communities into thriving and safe places for citizens of all kinds. During her 10 years working as part of NET, Carrie has worked to support projects ranging from safety changes to park spaces, a high-intensity program for at-risk youth to graffiti reduction.

Now, working as part of the Body Rub Centre Task Force Implementation Team, Carrie has the opportunity to use her skills, alongside the lived experiences of many diverse people, to help make improvements to the lives of those working in this industry.

Ashley Roter

Municipal Enforcement Officer


Ashley Roter holds a Diploma from MacEwan University Police Studies program and has been working for the City of Edmonton in the area of municipal enforcement for 8 years. Currently, Ashley works in the Personals section, dealing with those engaged in the adult services industry (body rub centres, escorts, exotic entertainers). Ashley complements harm reduction efforts and uses the City of Edmonton Business Licence Bylaw to enforce licensing regulations with respect to adult businesses.

Kimberley Pelletier

Municipal Enforcement Officer


Kimberley has a Bachelor of Professional Arts in Criminal Justice Degree and has been working for the City of Edmonton, Complaints and Investigations section for the past 14 years. Kimberley has recently joined the Personals section, dealing with business licensing and bylaw regulation of the adult services industry.
