The City of Edmonton, in collaboration with community stakeholders, has embarked on a process to determine the future use of the Northlands site and facilities.

The initiative follows a September 6, 2016 motion from City Council. Timelines vary for the different initiative elements and public engagement will occur at various stages for some elements.

About the Project

The Northlands Initiative includes the following elements:

  1. Developing opportunities for repurposing the Coliseum based on proposals made in Northlands’ Vision 2020.
  2. Completing a long-term Area Redevelopment Plan for the land within and around the Northlands site.
  3. Developing a recommended model to integrate operations and management of the EXPO Centre with the Shaw Conference Centre.
  4. Amend the City’s loan agreement with Northlands for the EXPO Centre to allow for the deferral of up to four loan payments. These will be subject to the implementation of Northlands governance reforms and the Northlands board’s submission of a sustainable business plan by June 30, 2017.

Project Background

The City of Edmonton owns the 160 acres of land on which Northlands operates. Northlands manages the Coliseum, EXPO Centre, racetrack, and the rest of the site through a Master Agreement and Site Lease.

Throughout 2015, Northlands engaged with a variety of stakeholders and consultants to prepare a new vision for its organization, Vision 2020. Northlands presented its vision to City Council on March 15, 2016. Northlands said its current business model will not be sustainable beyond 2016 and requested that City Council consider forgiving Northlands’ outstanding debt on the EXPO centre.This request was later revised to include forgiveness of the scoreboard debt.

City Administration assessed Vision 2020, and on August 31, 2016, City Council held a Public Hearing to obtain public input on both Vision 2020 and Administration's assessment.  The result was the September 6, 2016 Council motion.
