The Financial Empowerment Program is for Edmontonians living on a low income. It can help them connect to the resources​, education and information needed to reach financial stability and security. 

The Financial Empowerment Program consists of social workers who work with community partners to help people living on a low income expand their financial knowledge, reduce debt, grow savings and build assets.

The Financial Empowerment Program is free and confidential and provides:

  • A safe, private space to talk about financial challenges and goals

  • Helpful information about financial benefits, subsidies and supports

  • Useful information about basic money management skills needed to make informed financial decisions  

  • Referrals to community agencies providing specialized financial information and support services

The City of Edmonton’s financial empowerment framework provides the foundation for the Financial Navigation Program.


In May 2019, The City of Edmonton partnered with Prosper Canada to be part of Prosperity Gateways: Cities for Financial Empowerment, a new initiative funded by the Maytree Foundation, to help cities reduce poverty through financial empowerment. This project helps city governments reduce poverty by building financial help into city services used by residents with low incomes.
